The City of Golden is seeking proposals for an appliance and mattress recycling RFP. Proposals are due no later than 11:55 PM on Sunday, June 28. Questions must be submitted no later than 5:00 pm on Friday, May 29, 2026. Proposals and Questions must be submitted through the E-Procurement Portal at https://procurement.opengov.com/portal/cityofgolden.

The City will evaluate the proposer’s relevant experience and qualifications to perform the work. This includes experience with hauling, logistics, recycling, bulk item collection, or similar services, as well as demonstrated success in delivering reliable service.
The City will evaluate the overall cost-effectiveness of the proposal based on the submitted pricing. Consideration will be given to the clarity, completeness, and reasonableness of the proposed costs in relation to the services provided.
The City will evaluate the proposer’s ability to provide consistent, dependable weekly collection services. This includes the adequacy of staffing, equipment, vehicles, and overall operational readiness. Consideration will be given to the proposer’s ability to complete all scheduled pickups, as well as the strength of contingency plans to ensure uninterrupted service. This also includes the proposer’s ability to accommodate changes in service demand over time, in terms of flexibility of staffing, equipment, and operations, and the proposer’s ability to coordinate with the City to adjust service levels as the program evolves.
The City will also evaluate the proposer’s understanding of the requested services and the quality of their proposed approach. This includes collection methods, routing strategy, ability to service a variety of property types (including multi-family and alley access), and processes for locating items, handling missed pickups, and providing required documentation.
The City will evaluate the proposer’s approach to communication and coordination. This includes responsiveness, clarity of communication methods, and processes for working with the City to manage scheduling, resolve issues, and ensure effective service delivery.

A completed Acceptance of Conditions Statement is required. This Statement affirms the acceptance of all conditions or requirements contained in the Request for Qualifications, and lists the names of any of the submitting firm’s employees, and any proposed subconsultant’s employees, who are spouses or children of City employees or the spouse of a City employee’s child.

CDOT Affidavit of Small Business Participation must submitted with the proposal. Failure of the proposer to submit the affidavit will result in the consultant being deemed non- responsive and ineligible for award.
