The property presently is owned by Albert Frei & Sons or entities associated with it but will be owned by Clear Creek County by the time the appraisal services are completed. Your client will be Clear Creek County. The appraisal report will be prepared as an eminent domain appraisal following Colorado's modified state rule and shall be in conformance with all applicable federal regulations, state statutes, and CDOT procedures. The appraisal will be reviewed by a review appraiser on behalf of CDOT to ensure compliance with the described requirements. More details regarding the requirements may be found in Chapters 3 and 8 of the CDOT Right-of-Way Manual, January 2011, and at 49 CFR 24.102 and 24.103. The appraisal must conform to the requirements of USPAP. Copies of the report will be supplied to the County, Albert Frei & Sons in care of its attorneys and CDOT (2 copies) when it is ready for review. If additions or corrections are needed as a result of review, copies of the final report will be supplied to the County, Albert Frei & Sons in care of its attorneys and CDOT (2 copies). The properties to be appraised are: Parcel 1A: Fee. General Description: from CDOT ROW to mean high water on opposite bank,approximately 2.15 acres Legal Plat Parcel 1B: Fee. General Description: from CDOT ROW to markers in place, approximately 44.8 acres Legal Plat Parcel 4: Fee General Description: from Hwy 6 to mean high water on the south side of Clear Creek, approximately 3.5 acres of which approximately 0.8 acre is creek Legal Plat Parcel 6A: Fee General Description: ................, approximately 3.79 acres Legal Plat Parcel 9: Fee General Description: ................, approximately 0.10 acres Legal Plat All legal descriptions are attached. A map depicting the parcels is attached (Parcel 1a is designated an easement on the map, but will be fee). (The map depicts other parcels which Clear Creek County is selling to the Frei interests as a part of the same transaction, but which will not be appraised.) Map Proposals to perform the appraisals should include the proponent's qualifications (including whether or not you have been accepted by CDOT as qualified to perform its appraisals), experience, estimated timetable, and price. Although the parcels are separate, they are all in the same area and the County would prefer a single appraiser to appraise all the properties.
