    Description

    The City of Avondale is seeking a licensed and qualified Contractor to provide all material and labor required as described in the Scope of Work section on an as-needed basis for a period of one year, with four renewable one-year options, as set forth below.

    Evaluation Criteria

    • Terms of Agreement
      1. The resulting Contract shall become effective upon full execution by the City and shall remain in full force and effect for a period of one year thereafter, unless terminated earlier as provided herein.
      2. At the City’s discretion, the Contract created by this request and the resulting quotation will automatically renew for up to four successive one-year terms (each, a “Renewal Term”), unless the Contractor notifies the City in writing of its desire to terminate the Contract.  If extended, the then-current prices shall be applicable during the subsequent Renewal Term unless the Contractor notifies the City in writing of any rate increase 60 days before the expiration date and the City approves the increase with an authorized signature, prior to the end of the then-current term.
      3. By consenting to a Renewal Term, Contractor shall be deemed to affirmatively assert that (i) the City is not currently in default, nor has been in default at any time prior to the Renewal Term, under any of the terms or conditions of the Contract and (ii) any and all Contractor claims, known and unknown, relating to the Contract and existing on or before the commencement date of the Renewal Term are forever waived.
    • Aquatic Monitoring, Inspection, and Reporting

      Water Quality Testing and Monitoring

      The Contractor shall:

      Conduct routine water analysis, at a minimum of once per calendar month during a scheduled routine service visit, including testing for :

        • pH
        • Temperature
        • Phosphates
        • Ammonia
        • Conduct quarterly testing for dissolved oxygen.
        • Report any unusual conditions to the City Representative.

      Additionally, the Contractor shall:

        • Perform quarterly comprehensive testing including:
        • Ammonia
        • Metal content
        • Other necessary tests to ensure proper lake maintenance
        • Submit test results upon completion.

      Golden Algae:

      Contractor shall perform Golden Algae testing and closely monitor the lakes for the presence of Golden Algae twice a month during the months of October through April.

      • Upon detection:
        • Notify the City immediately.
        • Coordinate with Arizona Game and Fish Department.
        • Provide a written response plan within 48 hours.
        • Continue enhanced monitoring and provide updates until resolved.
    • Data Collection and Reporting

      The Contractor shall:

      • Provide monthly executive summary reports including:
        • Work performed
        • Equipment conditions
      • Submit reports within 48 hours after testing.
      • Provide an initial service schedule within four (4) days of award.
      • Maintain on-site check-in logs including:
        • Name
        • Signature
        • Date and time
        • Reason for visit

      The Contractor shall include photo documentation of each lake during each service visit, clearly showing current site conditions, including water surface and shoreline areas. 

    • Service Frequency
      • Summer (March–October):
        • Two (2) times per week
        • Service visits shall be scheduled to ensure consistent coverage throughout the week and shall not be performed on consecutive days unless approved by the City.
      • Winter (November–February):
        • One (1) time per month
        • Service visits shall be performed once per calendar month and shall not exceed thirty (30) days between service visits unless approved by the City.

      The Contractor shall coordinate service schedules with the City Representative. The City reserves the right to adjust service schedules as necessary to meet operational needs.

    • Service Completion

      The resulting Contract shall become effective upon full execution by the City and shall remain in full force and effect until the Contractor has completed all required services no later than [insert date], unless terminated earlier as provided herein.

    • Aquatic Vegetation and Algae Control

      Aquatic Vegetation Control (Cattails, Bullrush or any vegetation raising above the water line)

      Cattails, bulrush, and any vegetation extending above the waterline shall be treated as part of routine maintenance (bi-weekly from March through October, and once a month November through February). The contractor will be held responsible for ensuring that cattails, bulrush, and other aquatic vegetation are properly managed and do not become overgrown or unmanageable. Should aquatic vegetation reach an overgrown or unmanageable state, the contractor shall promptly rectify the issue at no additional cost to the City of Avondale.

      The Contractor shall:

      • Monitor and control cattails and algae at all locations.
      • Achieve and maintain effective control and prevent spread.

      Service requirements: For Algae

      • March–October:
        • Biweekly inspection and treatment
      • November–February:
        • Ongoing monitoring and treatment as needed

      Control expectations:

      • Implement proactive measures to contain and reduce growth.
      • Focus treatment on areas with active or established growth.
      • Demonstrate measurable progress toward reduction and control.
      • Adjust treatment methods and frequency as necessary.

      Methods may include:

      • Mechanical removal
      • Chemical treatment
      • Combination of both

      Additional requirements:

      • Use EPA-registered aquatic herbicides.
      • Follow all label requirements.
      • All labor, equipment, and materials are included in pricing.
      • No additional compensation for routine cattail control.
    • Algaecide and Herbicide Applications

      The Contractor shall:

      • Apply EPA-registered products to control algae and aquatic weeds.
      • Use additional products as needed to maintain water quality and appearance.

      The Contractor shall maintain:

      • Acceptable water color
      • Clarity
      • Overall aesthetic condition

      Pricing requirements:

      • All routine treatments are included in pricing.
      • Non-routine treatments require prior written City approval.
    • Equipment Inspection and Maintenance

      The Contractor shall:

      Inspect Aqua Masters piston pumps aeration equipment and system components:

      All pumps are the same at each location. Pictures below show aeration equipment. Number of pumps at each location are as follows:

      • Alamar Park - 3
      • Festival Field - 2
      • Friendship Park - 1
      • Park Ave/BLVD - 4

      •  Maintain:
        • Filters
        • Cooling fans
        • Airflow systems
      • Ensure proper system operation.

      Additional requirements:

      • Report any deficiencies or non-operational conditions to the City.
      • Obtain prior written approval for repairs or replacement parts.
    • Floating Debris and Trash Removal

      The Contractor shall:

      • Remove floating debris, trash, and organic material from the lakes during each service visit.
      • Remove debris from the water surface and shoreline areas to maintain the lakes are free of visible debris upon completion of each service visit. 
      • Arrange for and provide all transportation, handling, and disposal of collected materials.
      • Properly dispose of all collected materials in accordance with all applicable federal, state, and local regulations. 
      • All costs associated with debris removal, transportation, and disposal shall be included in the Contractor’s pricing.

    • Contractor Requirements
      • Services shall be performed by a qualified biologist.
      • Contractor shall be a licensed pesticide applicator.
      • Applicators shall be properly certified.
      • All products must be EPA registered and used in accordance with labeling.
