Box CC East side of Monte Verde between Ocean & Seventh Avenues Carmel-by-the-Sea, CA 93921 Carmel-by-the-Sea, CA 93921 Proposals must be postmarked no later than Thursday, January 22, 2026. The City will conduct a MANDATORY pre-proposal meeting and tour of the Police and Public Works buildings on Wednesday, December 10, 2025, at 11:00 AM at the Police and Public Works Department at the corner of Junipero Street and 4th Avenue. The Proposer will demonstrate that they can perform all architectural, engineering, and project management-related work necessary to prepare plans and specifications suitable for public works bidding for the demolition and new construction of the Police and Public Works facilities, including swing space needs during construction. Consultant services shall include, but are not limited to: project management, design development, bid documents, bidding support, and construction support services. Architectural and engineering services shall consist of all items necessary for verification of building programming, site planning, exterior schematic design, design development, City development review, construction documents, swing space planning, plan submittal, contract documents, and construction administration. Final selection/non-selection of a firm will not be solely based upon cost. Firms/Proposals will be evaluated by the City, and determinations/selection will be made based upon a wide range of factors, and selection of a most qualified firm will be based upon a total review and analysis of each proposal.
