    In accordance with FAA Advisory Circular 150/5100-14E and Dane County policies and procedures, Dane County is seeking Statement of Qualifications (SOQ) from qualified firms to provide Architectural Services for the Remodel & Expansion of Airport Administration Offices at Dane County Regional Airport (MSN). The request for professional architectural services will be performed under a negotiated professional services agreement.

    Interested firms should have demonstrated experience in remodeling & expansion of airport and/or administration offices, design/construction, coordination, and FAA-funded projects. A pre-proposal site meeting is scheduled for Wednesday, July 8, 2026 at 1:00 pm at Dane County Regional Airport - Skuldt Conference Room, and all questions must be submitted by Thursday, July 9, 2026. Proposals are due by Thursday, July 23, 2026 at 2:00 pm.

    Background

    Dane County Regional Airport (MSN) is experiencing continued growth, both in operations and staffing, necessitating the expansion of its administrative facilities. Currently, administrative staff are dispersed across three separate floors within the terminal building. This layout presents operational inefficiencies, restricts public visitor access, and limits opportunities for collaboration among departments.

    To address these challenges and support future growth, MSN is initiating a project to expand and consolidate its administrative offices onto a single, 3rd floor space. This centralization will enhance internal communication, improve workflow, and foster a more collaborative work environment. Additionally, relocating staff from the first and second floors will free up valuable space for future tenant development and other airport-related functions. Based on January 2026 structural study, the expansion will add ≈ 12,000-square feet to the 3rd floor.

    As MSN continues to evolve to meet the demands of the region, this expansion is a critical step in ensuring the airport’s administrative infrastructure can effectively support its long-term strategic goals.

    Evaluation Criteria

    • Capability and Relevant Experience (15 pts)

      Demonstrated ability to perform all aspects of the Project, including recent experience with airport architectural projects of similar scope and complexity for administrative offices.

    • Project Understanding and Approach (25 pts)

      Depth of understanding of the Project requirements, anticipated challenges, and MSN’s priorities and concerns, including potential implementation of Construction Manager at Risk (CMaR) approach.

    • Key Personnel Qualifications (15 pts)

      Qualifications, experience, and availability of key personnel; professional integrity and competence; familiarity with FAA regulations, policies, and procedures.

    • Teaming Partners Qualifications (10 pts)

      Experience and qualifications of proposed subconsultants who will be regularly engaged on the Project.

    • Past Performance, Budget, and Schedule (20 pts)

      Quality of previously completed projects demonstrated ability to meet schedules, project budget, and deadlines. Examples with Construction Manager at Risk (CMaR) approach is preferred.

    • Interest (5 pts)

      Level of interest in the Project and familiarity with the airport and surrounding region; proximity of project team to MSN.

    • Collaboration (10 pts)

      Experience in collaboration and internal stakeholder coordination including work with local governments and agencies.

    • Presentation and Interview (100 pts)

      Ability to effectively communicate the Firm’s approach, provide a detailed explanation of the project, and respond comprehensively and thoughtfully to questions from the evaluation panel.
