    The City of Vista and Buena Sanitation District (City) is soliciting proposals in response to this Request for Proposals (RFP) from qualified professional contractors (Consultant) to provide as-needed sewer line cleaning and closed-circuit television (CCTV) inspection services as needed including but not limited to removing roots, grease, silt and debris from sewer lines through the means of vactoring and jetting, bucketing and video inspection.

    Evaluation Criteria

    • Experience and Expertise in the Field (25 pts)

      The City will evaluate each firm’s experience and expertise related to sewer line cleaning and CCTV inspection services. This includes the Consultant’s experience completing similar contracts within the last five years, the number of qualified staff, availability of PACP‑certified personnel, equipment resources.

    • Quality of Consultant’s Work (20 pts)

      The City will evaluate each firm’s past projects work examples, NASSCO and PACP inspection reports. This includes evaluation of documentation quality, reporting clarity, adherence to NASSCO PACP standards, and overall work performance.

    • Demonstrated Competence Necessary for the Performance of Required Services (20 pts)

      The City will evaluate the Consultant’s demonstrated competence to perform the required services, including equipment capabilities, proposed task order approach.

    • Professional Qualifications (15 pts)

      The City will evaluate the Consultant’s licenses, certifications, training, and relevant expertise required to perform work in accordance with NASSCO PACP standards and City specifications.

    • Past Performance on Similar Projects (20 pts)

      The City will evaluate Consultant’s references and recommendations to assess history of successful completion of similar work, customer service, and timeliness.
