    PLEASE TAKE NOTICE that Public Works requests Statement of Qualifications (SOQ) for the contract for As-Needed Transportation Services (2017-SQAN002). The purpose of this solicitation is to establish a qualified list of contractors that can perform work when the County anticipates the need for as-needed transportation services. The Request for Statement of Qualifications (RFSQ) with contract specifications, forms, and instructions for preparing and submitting proposals may be accessed at http://dpw.lacounty.gov/brcd/servicecontracts/ or may be requested from Ms. Anna Leung at (626) 458 4072 or aleung@dpw.lacounty.gov or Mr. David Pang at (626) 458-7167 or dpang@dpw.lacounty.gov, Monday through Thursday, 7 a.m. to 5 p.m. PLEASE CHECK THE WEBSITE FREQUENTLY FOR ANY CHANGES TO THIS SOLICITATION. ALL ADDENDA AND INFORMATIONAL UPDATES WILL BE POSTED AT http://dpw.lacounty.gov/brcd/servicecontracts. Public Works Business Opportunities Website Registration: All interested Proposers for this RFSQ are strongly encouraged to register at http://dpw.lacounty.gov/general/contracts/opportunities/. Only those firms registered for this RFSQ through the website will receive automatic notification when any update to this RFSQ is made. The County does not have an obligation to notify any Proposers other than through the Public Works websites automatic notification system. Doing Business with Local Small Business Enterprise, Disabled Veteran Business Enterprise, and Social Enterprise: The County strongly encourages participation from firms, primes, and subcontractors, which are certified in the Countys Local Small Business Enterprise (LSBE), Disabled Veteran Business Enterprise (DVBE), and Social Enterprise (SE) Preference Programs. The Countys LSBE, DVBE, and SE Preference Programs require firms to complete a certification process to receive certain benefits allowed only for LSBE, DVBE, and SE, such as a 15 percent price preference, not to exceed $150,000, when applicable, and LSBE Prompt Payment Program. Minimum Mandatory Requirements: At the time of SOQ submission, Proposers must meet all minimum mandatory requirements set forth in the RFSQ document including, but not limited to: 1. Proposer must have 3 years of experience within the last 5 years providing fixed route transportation services for a governmental or social services agency(ies). This information must be identified in the SOQ and must be included in Form PW-18, Proposers Compliance with the Minimum Mandatory Requirements of the RFSQ. 2. Proposer must provide copies of all Satisfactory California Highway Patrol Safety Compliance Inspections or passed all reinspections of the Proposers maintenance facilities or terminals to be used for the proposed contract for the prior three 13-month inspections (California Vehicle Code 34501[c]). If the Proposer has not performed services in California, the Proposer must provide copies of a similar vehicle, maintenance facilities or terminals inspection for the prior 3 years by a governmental agency. This information must be identified in the SOQ and must be included in Form PW-18, Proposers Compliance with the Minimum Mandatory Requirements of the RFSQ. 3. Subcontracting is not allowed for this service. If a Proposer makes reference to a subcontractor or if a Proposer includes a list of subcontractors to perform the work requested, the SOQ will be immediately disqualified. Once the need to utilize the contractors services is identified, Public Works will send out an Invitation for Bids (IFB) to all contractors determined to be qualified through this solicitation process (Qualified Contractors) with a specific work description, price sheets, and may include additional requirements for the Bids to be considered responsive and responsible. Some of the requirements may include, but are not limited to, submission of a sealed Bid prior to the established deadline, additional licenses/certificates, and/or additional experience and equipment requirements. This solicitation will remain open continuously at the discretion of the County. Public Works may release an IFB to Qualified Contractors in the near future. This RFSQ process may take several weeks to process before a Qualified Contractor List is generated. Therefore, it is imperative that Proposers return all SOQ material no later than January 16, 2018, at 5:30 p.m. SOQs that are not submitted by January 16, 2018, may not be eligible for review until July 1, 2019, for this open continuous solicitation. The SOQs will be reviewed in the order they are submitted to Public Works based on the time indicated by the Public Works Cashiers time stamp. The County reserves the right to cancel this RFSQ and future IFBs at any time at its sole discretion. In the event of any such rejection of IFBs or cancellation of this solicitation, the County will not be liable for any costs incurred in connection with the preparation and submittal of this RFSQ and IFB.
