    Description

    Purpose The City of Allen Park seeks Statements of Qualifications (SOQs) from experienced contractors to provide as‑needed excavation and repair services for its water distribution and sewer collection systems, including excavation, shoring, bypass pumping, repair/replacement of mains, services, and appurtenances, and full surface restoration. The City intends to award one or more multi‑year time and material contracts based on qualifications, with task orders issued on an as‑needed basis. Although the City retains staff capable of completing much of this work on a regular basis, some tasks may need to be sourced to qualified contractors due to technical competency, lack of appropriate equipment, and/or workload. Scope of Services The general scope of services includes the following: Urgent, non-emergency response; typical mobilization within 10 days 24/7 emergency response; typical on‑site arrival within 1–2 hours of City call Utility location coordination and compliance with MISS DIG 811 (Act 174 of 2013) Excavation, trenching, shoring/ shielding; dewatering; bypass pumping Repair/replacement of water mains, valves, hydrants, service lines, curb stops/boxes Repair/replacement of sanitary and storm sewers, manholes/structures, point repairs Service reconnections, pressure/leak testing, disinfection, flushing, and bacteriological sampling as applicable Traffic control planning, devices, and maintenance of traffic as applicable Backfill, compaction, temporary and final surface restoration (asphalt, concrete, lawn). Site cleanup and disposal of spoils in accordance with applicable laws Documentation: daily reports, photos, as‑built sketches, materials and labor tickets.
