The Minnesota Department of Administration, on behalf of the Minnesota Department of Education (MDE), seeks proposals for literacy screening tools for students in kindergarten through third grade (K-3). It is the State’s intent to enter into a contract that can be used by eligible members of Minnesota’s Cooperative Purchasing Venture (CPV) Program. The screening tools approved through this solicitation will only be approved for the following school years: 2027-2028, 2028-2029, and 2029-2030. If approved, the screening tool will not be approved for the 2026-27 school year. CONTRACT TERM: The term of this contract is anticipated to run from October 2026 to September 2027, with the option to extend up to an additional three years in increments determined by the State. SUBMITTING QUESTIONS: The deadline for submitting questions is July 10, 2026, at 3:00 pm, Central Time. Questions must be submitted in writing to Kaleigh Stevens at Kaleigh.Stevens@state.mn.us. All questions received by the cutoff date and time will be responded to via an addendum.
