    Description

Questions about this RFP may be submitted by email, no later than 5:00 p.m. on June 6, 2026, to pberns@oag.maryland.gov. Answers to questions will be provided to all interested parties. Answers will be provided, if possible, without disclosure of the identity of the person or party asking the question. There will be no pre-proposal conference. The Office of the Attorney General of the State of Maryland (the “OAG” or “Attorney General”) issues this Request for Proposals (RFP) to engage Assistant Counsel (“Assistant Counsel”), pursuant to State Government Code, §6-105(b), with expertise in immigration law. The Assistant Counsel will support the OAG’s representation of the University System of Maryland (“USM”), its constituent institutions, and Morgan State University, St. Mary’s College of Maryland, Historic St. Mary’s City Commission, and Baltimore City Community College (the “Institutions” and each, an “Institution”) and additional agencies and instrumentalities (“Units”) of the State of Maryland (hereinafter collectively “the State”). The Institutions are represented by the Higher Education Division (“HED”) of the OAG.
