The Maryland Department of Health (MDH or the Department), Assisted Outpatient Treatment (AOT) Program is issuing this Request for Applications (RFA) to procure AOT Care Coordination Team services for the implementation of AOT in three Priority One Regions that include a total of eleven Maryland jurisdictions. This RFA supports implementation of Health–General Article §10–6A, Annotated Code of Maryland, as enacted through Senate Bill 453 (2024). The purpose of this RFA is to establish and support multidisciplinary AOT Care Coordination Teams that will deliver court-ordered, community-based outpatient mental health services to individuals with serious and persistent mental illness (SPMI) who have demonstrated difficulty engaging in and adhering to voluntary treatment. Services procured under this RFA are intended to reduce repeated psychiatric crises, hospitalizations, incarcerations, and other adverse outcomes while promoting recovery, stability, and community integration.
