    Description

    The NYS Division of Homeland Security and Emergency Services (DHSES) is seeking one qualified vendor to provide Audio Visual Upgrades to our current system. The anticipated work is located at the the State Preparedness Training Center, 5900 Airport Road, Oriskany, NY 13424. An optional site visit is scheduled 2:00 pm (ET) 09/11/2025, pre-registration is required. Mandatory Requirements The bidder must have current status as NYS MBE or NYS WBE, only. SOW The awarded vendor shall provide products, remove old equipment, install replacement A/V products, and provide a minimum 3 year maintenance services. A tentative list of products and quantity is the scope of work, however, the bidder may revise the estimated quantity and/or default products to substantially similar alternate products in your bid submission. (see SOW for requirements). The budgetary quote must be all-inclusive project cost. Omissions may be deemed non-responsive. Award DHSES intends to award this solicitation to one (1) responsive, qualified best price vendor. DHSES reserves the right to: award one (1) contract pursuant to this solicitation, or to not award/cancel this solicitation; seek clarifications and revisions of best price bid; amend the scope of work prior to bid opening; waive any requirements that are not material; negotiate with the successful bidder within the scope of work in the best interests of the State; in the event of unsuccessful negotiations with the 1st lowest bidder, then DHSES reserves the right to conduct contract negotiations with the 2nd low bidder …etc..; clarify and/or correct mathematical errors assuring a full and complete understanding of scope requirements of the vendor's bid and/or to determine a vendor's compliance with the requirements of the solicitation. Site Visit and Important Dates An optional site visit is offered, 2:00 pm (ET), 09/11/2025. If your firm is interested in attending, register to dhses.sm.purchasing@dhses.ny.gov no later than noon, 09/10/2025. If you have any questions, submit your questions by noon, 09/12/2025 to dhses.sm.purchasing@dhses.ny.gov, answers will be provided on or about COB, 09/17/2025. Bid submissions are due 10:00 am , 09/23/2025. Submission package Each submission must be complete to be deemed responsive. Incomplete submissions may be deemed non-responsive. Submitted bids must include the following addressed documents to be deemed a responsive: Excel spreadsheet - All Inclusive Pricing (with all fees) / Budgetary Quote; signed Appendix A, current proof of Workers Compensation / proof of Disability Insurance, current certification as NYS MBE or WBE, Substitute W-9, and Procurement Lobbying Form. Proof of DHSES' tax exemption will be provided to the awardee. Bidders must accept a NYS issued Purchase Order for payment.
