The proposer shall conduct a comprehensive performance audit of the current Animal Control, Care, and Sheltering program operated by PHS/SPCA at 12 Airport Blvd, San Mateo, California. The purpose of this performance audit is to determine the extent to which PHS/SPCA complies with the County of San Mateo contract to manage and carry out field services and shelter operations. In addition, the audit will help determine the extent to which the budget, existing data systems, policies, procedures, and staffing are evident to appropriately improve performance, and promote transparency and accountability.
