    Description

    The Project provides for drainage improvements on Tebo Street, Bernard Street and Rue Royal. 

    A Contractor’s bid shall include all necessary superintendence, labor, materials, equipment, overhead costs, testing, and incidental items necessary for the construction of the proposed facilities as shown in the drawings and documented in the specifications.  Any other work necessary for the intended work as described in the plans and specification not specifically detailed in the unit price description or in the plans and specifications shall be made subsidiary to the bid items provided.  The City shall award a contract for any or all bid schedules to achieve the maximum benefit to the City within the allowable budget. 

    The drainage improvements shall be constructed under the oversight of a project licensed official.  Project inspection, monitoring, and oversight will be provided by the Project Engineer.  The City may perform project inspection at any time on any portion of the project. All work will be performed in strict accordance with the rules, regulations, and permits of the Texas Commission on Environmental Quality. All elements of this project shall comply with the design requirements and Texas Department of Transportation (TxDOT) standard and specifications for Construction and maintenance of Highways, Streets, and Bridges, dated September1, 2024. If conflicts are noted between the TxDOT requirements and local standards, the more stringent shall be followed.

    The Contractor is responsible for the restoration of all disturbed surfaces, including pavement.  All surfaces shall be returned to original condition or better.

    The Contractor shall be responsible for the testing of each system embraced in this Contract.  All systems shall be demonstrated to be functioning at design conditions prior to being considered complete.  Where requested or required by the Engineer, the Contractor shall submit test data and certify in writing that the systems tested performed as required by the plans and specifications at design conditions.

    This contract shall include, but not be limited to, the following:

    1. Mobilization To Project Site;
    2. Provide Traffic Control Plan, Sealed by P.E. in Texas;
    3. Implement Traffic Control Plan, Traffic Control, Barricading, and Detours;
    4. Prepare Right of Way, Provide and Implement Best Management Practices. Notify 811 For Utility Locates and Verify All Utility Conflicts;
    5. Remove and Replace (TxDOT Items-104/360/530) Concrete drive including treated, untreated base, and subgrade. Provide and Construct 6-Inch reinforced concrete pavement and Cement Stabilized Sand to top of drainage culvert encasement;
    6. Remove and Replace (TxDOT Items-105/247/341/530) ACP drive including treated, untreated base, and subgrade. Provide and Construct 2-Inch Usual Ty-D HMAC PG Binder 64-22, 4-inch flexible base, and Cement Stabilized Sand to top of drainage culvert encasement. Provide and Install Trackless Tack;
    7. Remove and Replace (TxDOT Items-105/247/530) ROCK drive including treated, untreated base, and subgrade. Provide and Construct 4-inch crushed limestone base, and Cement Stabilized Sand to top of drainage culvert encasement;
    8. Remove and Replace (TxDOT Items-105/247/341/530) ACP roadway including treated, untreated base, and subgrade. Provide and Construct 2-Inch Usual Ty-D HMAC PG Binder 64-22, 6-inch flexible base, and Cement Stabilized Sand to top of drainage culvert encasement. Provide and Install Trackless Tack;
    9. Protect Adjacent Roadway and Other Structures. If Removal Of Pavement Is Required Or Damage, The Contractor Shall Remove, Replace, Or Repair At No Additional Cost To Owner;
    10. Excavation, Shaping, and Install Cement Stabilized Sand (2-Sack Per Ton), (TxDOT Item-400);
    11. Remove existing 12”, 15”, 18” and 24” drainage culvert, (TxDOT Item-472);
    12. Provide and Install new 18” and 24” drainage culvert. All Driveway shall be HDPE Corrugated Plastic Pipe (ADS N-12 Watertight or approved equal) (TxDOT Item-468). All Road Crossings shall be RCP-reinforced Concrete Pipe (Circular) (TxDOT Item-464);
    13. Clean, Excavate, and Reshaping Roadside Ditches as shown on Plans. The widening and deepening of existing swale ditches shall also be covered under this item (TxDOT Item-760);
    14. Final Stabilization by Hydromulching all areas disturbed by the Contractors operations. Final Stabilization of Right of Way to Existing or Better Condition (TxDOT Item-164/166/168);
    15. Contractor shall be responsible for protecting all utilities, pipelines, roads and structures during operations. Any damage caused by the Contractor shall be the sole responsibility of the Contractor to repair or replace;
    16. Groundwater Management, Excavation, Backfilling, and Final Stabilization Not Specifically Mentioned In The Plans Or Identified Within a Bid Item shall not be paid for directly and shall be considered incidental.
    17. Dispose Of All Waste Material At No Additional Cost To Owner;
    18. Alternative Bid Items for removal and replacement of 18-Inch drainage culverts and rock drive, including subgrade shaping, bedding, backfill, and surface restoration.
    19. An Additive/Deductive bid item for Station 5+80R to 21+80R to Clean, Excavate, and Reshaping Roadside Ditches as shown on Plans. The widening and deepening of existing swale ditches shall also be covered under this item (TxDOT Item-760);
    20. An Additive/Deductive bid item for Station 5+80R to 21+80R for Final Stabilization by Hydromulching all areas disturbed by the Contractors operations. Final Stabilization of Right of Way to Existing or Better Condition (TxDOT Item-164/166/168).
