    Description

    The Project provides for road reconstruction and drainage improvements on Baker Circle, Winter Street and Kellum Street. 

    A Contractor’s bid shall include all necessary superintendence, labor, materials, equipment, overhead costs, testing, and incidental items necessary for the construction of the proposed facilities as shown in the drawings and documented in the specifications.  Any other work necessary for the intended work as described in the plans and specification not specifically detailed in the unit price description or in the plans and specifications shall be made subsidiary to the bid items provided.  The City shall award a contract for any or all bid schedules to achieve the maximum benefit to the City within the allowable budget. 

    The improvements shall be constructed under the oversight of a project licensed official.  Project inspection, monitoring, and oversight will be provided by the Project Engineer.  The City may perform project inspection at any time on any portion of the project. All work will be performed in strict accordance with the rules, regulations, and permits of the Texas Commission on Environmental Quality. All elements of this project shall comply with the design requirements and Texas Department of Transportation (TxDOT) Standard and Specifications for Construction and Maintenance of Highways, Streets, and Bridges, dated September1, 2024. If conflicts are noted between the TxDOT requirements and local standards, the more stringent shall be followed.

    The Contractor is responsible for the restoration of all disturbed surfaces, including pavement.  All surfaces shall be returned to original condition or better.

    The Contractor shall be responsible for the testing of each system embraced in this Contract.  All systems shall be demonstrated to be functioning at design conditions prior to being considered complete.  Where requested or required by the Engineer, the Contractor shall submit test data and certify in writing that the systems tested performed as required by the plans and specifications at design conditions.

    This contract shall include, but not be limited to, the following:

    1. Mobilization To Project Site;
    2. Provide Traffic Control Plan, Sealed by P.E. in Texas;
    3. Implement Traffic Control Plan;
    4. Prepare Right of Way;
    5. Provide and Implement BMP within SWPPP;
    6. Remove and Dispose of Existing Concrete Drive, Treated Base, Untreated Base, and Subgrade;
    7. Remove and Dispose of Existing Rock Drive, Treated Base, Untreated Base, and Subgrade;
    8. Remove and Dispose of Existing ACP Main Road, Treated Base, Untreated Base, and Subgrade;
    9. Provide, Install, Mix, and Compact Lime Treatment of Subgrade (8-inch Depth/Road Mixed), Main Road;
    10. Provide and Install Flexible Base Foundation Course (8-inch Depth/Ty-B), Main Road;
    11. Provide and Install Ty-D HMAC Level-Up Surface for Bond Breaker (2-inch Usual), PG Binder 64-22, for Main Road. Including Trackless Tack.
    12. Provide and Construct Reinforced Hydraulic Concrete Cement Pavement with Laydown Curb (8-inch Depth, Class-P 4,000-psi), Main Road;
    13. Provide and Construct Reinforced Hydraulic Concrete Cement Driveway with Curb Transition (6-inch Depth, Class-P 3,000-psi), Including 6-inch Flexible Base;
    14. Provide and Install Backfill Pavement Edges with Ty-B Material;
    15. Provide and Install Hydromulch for less than 1-Acre;
    16. Remove, Dispose, and Replace Reinforced Concrete Catch Basin, including excavation and backfill;
    17. Provide and Install 18-Inch Thermoplastic Pipe, Including Pavement Removal, Excavation, Backfill, and Surface Restoration;
    18. Clean Drainage Culverts, Excavate, and Reshape roadside ditches;
    19. Provide and Install long-Side Water and Sewer service lines (Supplemental Items)
    20. Protect Adjacent Roadway and Other Structures. If Removal Of Pavement Is Required Or Damage, The Contractor Shall Remove, Replace, Or Repair At No Additional Cost To Owner;
    21. Dispose Of All Waste Material At No Additional Cost To Owner;
    22. Notify 811 For Utility Locates and Verify All Utility Conflicts. Contractor shall be responsible for protecting all utilities, pipelines, roads and structures during operations. Any damage caused by the Contractor shall be the sole responsibility of the Contractor to repair or replace;
    23. Groundwater Management, Excavation, Backfilling, and Final Stabilization Not Specifically Mentioned In The Plans Or Identified Within a Bid Item shall not be paid for directly and shall be considered incidental.
