BANKING SERVICES

The Town of Payson (Payson) is seeking proposals from qualified financial institutions for Banking Services for an initial five (5)-year contract term with two (2) five (5)-year options to extend per the specifications and provisions contained herein. The options to extend may be exercised at the sole discretion of the Town of Payson.

Background

The Town of Payson is seeking proposals from qualified public depositories (a state or national bank) to provide a variety of commercial banking services. The bank must be a member of the Federal Reserve System, a federally or State of Arizona chartered financial institution, and in good standing among other comparable banks. The respondents must be adequately capitalized to accommodate the Towns cash and investment management needs.

The Town prefers to select a financial institution with a branch office in Payson or Gila County to provide the banking services listed in the RFP.

• Experience and Qualifications (20 pts) —

  Experience providing municipal/public sector banking services, qualifications of assigned staff, knowledge of Arizona public finance requirements (if applicable), institutional stability

• Banking Services Offered (30 pts) —

  Breadth and quality of services, online banking platforms, security controls, fraud protection, cash management tools, merchant services, remote deposit, ACH/wire capabilities, customer service support

• Pricing (20 pts) —

  Fee structure, earnings credit rate, interest rates offered, transparency of pricing, long-term cost value

• Past Performance and References (10 pts) —

  Quality of references, demonstrated performance with similar entities, history of service reliability and issue resolution

• Attachments (10 pts) —

  Submission of all required forms, certifications, disclosures, and supporting documentation
