    In keeping with its strategic plan, the Agency is now soliciting proposals from qualified, licensed and insured entities to provide Banking Services to the Agency.  All proposals submitted in response to this solicitation must conform to all of the requirements and specifications outlined within this document and any designated attachments in its entirety.

    Questions & Answers

    Q (Account Analysis): Would the Housing Authority be able to provide its most recent account analysis statements so we can better assess transaction volumes and so we may offer preferred pricing?

    A: See Addendum #1


    Q (Account Volumes and Analysis Statements): Would it be possible to get a copy of your current account analysis billing statement(s)? We offer pricing based on volumes generated, balances estimated in these accounts, and this information is key to understanding your structure and the needs of each account. Analysis statements provide current volumes and can help us determine pricing options with accuracy. It also allows the agency to compare banks who are reviewing the same activity/information.

    Q (Current Contract): Does Fresno Housing have a current contract in place? If so, when does it expire?

    A: Yes. It expires on March 31, 2027


    Q (Investment Policy ): Would it be possible to get copy of your investment policy?

    A: See Addendum #1


    Q (Questions related to insurance ): There are multiple questions around insurance related to construction and operations. Is this something we will need to provide as well?

    A: Prior to award, the successful proposer will be required to provide all appropriate level of insurance for the service being provided as outlined under Section 7.4 of the solicitation. ***Note- "Construction and operations" language has been removed as it does not apply to this solicitation.


    Q (Due Date Extension): Is Fresno Housing Authority willing to extend the proposal submission deadline to allow respondents sufficient time to incorporate and include relevant information after responses to submitted questions are released, following the question submission deadline of 5/7/26?

    A: All deadlines set forth in the solicitation will remain unchanged at this time. Should any revisions/modification be necessary, an official amendment will be issued.


    Q (Account Inventory): Based on the proposal, it appears that Fresno Housing currently has 131 active accounts, with 4 accounts requiring 51999 agreements. Could Fresno Housing please confirm if any additional accounts are expected to be opened within the first contract year?

    A: Additional accounts may need to be opened each year depending on development projects.


    Q (Lockbox): How many lockbox locations are currently used, and are multiple remitting addresses required?

    A: One location and one remitting address is currently is currently used.


    Q (Lockbox): Does Fresno Housing have a preferred file format, layout, and transmission method (e.g., CSV, XML, BAI2 related formats, SFTP) for the custom ETL lockbox file used to post to tenant ledgers?

    A: Currently CSV file is used but there's no preferred file format as long as it can be integrated with Yardi.


    Q (Lockbox): What level of remittance detail is required (image only, data capture, OCR scan line, custom fields)?

    A: Property Number, Property Name, Tenant Code and Amount which are built into a barcode. Image (Stay with the bank and should be available upon request)


    Q (Yardi Integration): Should proposers assume bank led file configuration and testing, or will Yardi/third party vendors support mapping and testing?

    A: Both the bank and Yardi will work together for configuration, mapping and testing.


    Q (BAI): Are daily BAI2 files required for all accounts, and should files be delivered once daily or multiple times per day?

    A: They are delivered once daily.


    Q (Reporting and Retention): Are the listed report types expected to be standard reports, or does Fresno Housing anticipate custom report development?

    A: They are standard Reports in PDF, CSV and Excel formats


    Q (Account Analysis): Will Fresno Housing provide recent account analysis statements (preferably the last 3–6 months) from the incumbent bank?

    A: See Addendum #1


    Q (Account Analysis): Can Fresno Housing provide average and peak balances?

    A: See Addendum #1 (balances as of 3/31/2026 and 4/24/2026).


    Q (Reporting and Retention): The RFP references retention “more than 180 days.” Please confirm if the Agency has a target retention standard (e.g., 2 years, 5 years, 7 years).

    A: Agency has retention standard of 7 years


    Q (Account Opening): For purposes of account opening, what does Fresno Housing consider to be "open"? Account number issued? Online banking services live? Entitlements completed? All of the above?

    A: All of the above


    Q (Award): The RFP notes that the Agency may award to one or multiple firms. Are you considering splitting by service tower (depository, lockbox, payables, fraud tools), or is the preference for an integrated provider?

    A: Its the preference for an integrated provider.


    Q (Technical Approach): Within the Technical Approach scoring, should proposers prioritize (a) Yardi integration and automation, (b) fraud tools, (c) implementation plan, (d) branch/field support, or (e) service governance?

    A: The evaluation criteria and associated scoring methodology are outlined in the solicitation and will be applied as written. Proposers are encouraged to address all components of the Technical Approach in a manner that demonstrates a clear understanding of the requirements and how their proposed solution best meets the Agency’s needs. The Agency is not able to provide additional prioritization or weighting of specific elements beyond what is included in the solicitation.


    Q (Friction Points): What are the top three friction points that Fresno Housing wants resolved in the next contract term (e.g., reconciliation effort, lockbox posting exceptions, fraud exception handling, reporting access/retention, account administration timelines)?

    A: Account administration timeliness, Pricing visibility and Regular Review of Analysis Statements


    Q (Landlord Payments Via ACH): Please explain this process as you submit payments today. How often do you upload the file, how many ACH payments are in those files and what is the average dollar amount of the file?

    A: The Agency currently processes ACH payments to landlords on a biweekly schedule, depending on operational needs. Monthly volume averages around 4,950 ACH payments, totaling $12–13 million. Please note that these figures may vary month by month.


    Q (Other ACH origination): Other ACH Origination- Please describe your current ACH processing. a. How many ACH ID’s does Fresno HA utilize today? b. How often does Fresno HA send files for other needs like payroll, vendor and Tenant URP payments? c. What are the average file sizes for these payments? d. How many transactions are included in these files on average?

    A: a. Approximately 45 accounts b. ACH Direct Origination for Payroll- N/A. ACH Direct Origination for Vendors and Tenant URPs are sent once weekly, with approximately about 30 bank account with its own text files. c. Approximately 51.5 KB d. Approximately 300 transactions


    Q (Pg 10. List of accounts- List includes 130 accounts. ): Are these all checking accounts, or are some of them money market savings accounts? Are any of these accounts considered a sub account or zero balance account (ZBA) to another related account? Do they all issue checks, or are some conducting electronic payments only? Do you wish to establish one key account for balances to offset all accounts, or is there a need to separate billing structures?     Q (Lockbox): Does Fresno Housing include a reply envelope with the billing statement for residents to use when submitting check and coupon to the lockbox?

    A: Yes


    Q (Lockbox): Pricing:  Explain the Multiple DDA Base line item (Line 74).  Do remittances for a single lockbox need to be sorted and deposited to multiple DDA accounts?  If so, please confirm the number of accounts and the unique identifier that will map a transaction to the correct account.

    A: Multiple DDA Base line item (Line 74) - Customer deposit is split out to more than one DDA. Based on the volume report provided in Addendum #1, there was only average of 1 transaction in a month for the past 6 months.


    Q (Lockbox): Pricing:  Explain the Lockbox Inbound File Base (Line 75).  Specify the purpose and content of the inbound file along with file frequency.

    A: Lockbox Inbound File Base (Line 75) - Lockbox monthly charge for incoming data file. This includes maintenance for stop file, positive file or Accounts Receivable matching file types or base fee for receiving lockbox related data via transmissions. Based on the volume report provided in Addendum #1, there was only average of 1 transaction in a month for the past 6 months.


    Q (Lockbox): Does Fresno Housing wish to utilize an online exception decisioning tool for lockbox exceptions?  If so, do you require the ability to reject a check exception and have the check mailed back to Fresno Housing unprocessed?

    A: Currently the rejected checks are mailed back to Fresno Housing. We are open to the option to utilize online exception decision tool for lockbox exceptions.


    Q (Contract Negotiations): Has the indemnification language in the current bank contract been modified from the language provided in the RFP, or does it remain identical to the RFP language without changes? If modifications have been made, please provide details or a redline comparison highlighting the differences.

    A: All language within the contract is subject to negations. Please submit a Public Records Request to obtain copy of the current Banking Contract and/or request specific language documents.


    Q (7.2.1 Contract Form): In Section 7.2.1 Contract Form, the RFP states to see Sample Contract, however we are not showing the sample contract, would you please provide.

    A: See Addendum #2


    Q (Banking Services Item G. Cash Management): When you state Cash Management, are you referring to Branch services like deposit processing, check cashing or are you referring to something more specific?

    A: Yes, its referring to Branch Services.


    Q (General Requirements C. Equipment For Remote Deposits): Please confirm the number of remote deposit scanners that the Agency would require.

    A: One.


    Q (Profile of Firm Form): Does this form apply to a bank submitting a proposal?

    A: Yes, this form is required to be completed and submitted with your proposal.


    Q (Analysis question/confirmation): Thank you for providing analysis volumes. We wanted to confirm the balances listed in the analysis volume- is that volume based on hundreds, thousands or millions? (They should specify how many 0's we should add)

    A: These are the average monthly transactions based over the past 6 months.


    Q (Contract ): What is the term of the awarded contract?

    A: The contract is initially executed for the period of One (1) year(s) with the option, at the Agency’s discretion, of Four (4) additional one – year periods, for a maximum total of five (5) years.

    Q (Section 9. Proposer’s Statement Confirmation Requirement): RE: Section 9.     Q (Accounts): How frequently does the Agency open accounts in an average year? Avg per month?

    A: It depends on the development projects. This year, we will open bank accounts for 3 projects and it will include development accounts and reserves accounts


    Q (Clarifying how/where to submit proposed negotiating contract terms): Can FHA please clarify whether proposed contract terms requiring negotiation should be submitted as a question during the Q&A phase—so that FHA may respond prior to the proposal submission deadline to confirm acceptability—or whether such terms may instead be included as part of the proposal and negotiated after contract award?

    A: Proposers should prepare their proposals based on the terms and conditions set forth in the solicitation. Proposers are encouraged to submit any questions or requested clarifications regarding contract terms during the Q&A period. If the Agency determines that revisions to the contract terms are appropriate, such changes will be issued through a formal addendum to ensure all prospective proposers are provided the same information. Proposers may identify any exceptions or requested deviations to the contract terms within their proposal. The Agency will evaluate such exceptions as part of the overall proposal evaluation. The Agency reserves the right to conduct discussions and negotiations, including clarification of proposed contract terms, with one or more proposers within the competitive range, in accordance with applicable procurement requirements. Any such discussions or negotiations will be conducted in a manner that ensures fair and equitable treatment of all proposers. The Agency is not obligated to accept any proposed exceptions or deviations.


    Q (Proforma document): May we submit a proforma document in addition to completing your pricing worksheet? This form mimics a sample analysis statement which you can see how earnings credits are applied.

    A: Supplemental pricing materials, such as a proforma or sample analysis statement, may be included for informational purposes only. However, such materials will not replace the required pricing forms and will not be used as the basis for evaluation. All pricing will be evaluated solely based on the completed pricing worksheet to ensure consistency and fairness among all proposers.


    Q (Remote Deposit): With your Scanner, do you scan your checks into YARDI, and then Yardi sends the X9.37 files to the bank for processing? Or do you deposit directly into your bank accounts?

    A: For the desktop deposit, the checks are scanned and directly deposited into the bank accounts and we process the recording separately in Yardi.


    Q (Contract form and required banking product documentation): Fresno Housing has previously referred proposers to Section 7.2.1 in response to questions regarding negotiation of contract terms. Those responses addressed general negotiation rights but did not clarify how required banking product documentation will be handled within the final agreement structure. Section 7.2.1 states that the final agreement will be executed on Fresno Housing’s contract form and that the Agency may consider requested contract clauses submitted during the RFP process. For regulated banking services, certain standard product agreements, disclosures and service terms are required to govern those services, including deposit accounts and treasury management services. Please confirm whether Fresno Housing will allow such standard banking product agreements and required disclosures to be incorporated into the final agreement package as referenced documents or as exhibits that apply to the related services, while still executing the Agency’s contract form where applicable.

    A: Fresno Housing acknowledges that certain regulated banking services may require standard banking product agreements, disclosures, and related service documentation associated with deposit accounts and treasury management services. As stated in Section 7.2.1 of the RFP, the final agreement will be executed using Fresno Housing’s contract form. Proposers may identify requested contract clauses, required banking documentation, or standard service agreements as part of their proposal submission for Agency review and consideration. Fresno Housing reserves the right to review and determine the acceptability of any supplemental banking product agreements, disclosures, service terms, or referenced exhibits on a case-by-case basis during contract negotiations and prior to contract execution. Any incorporated documents must be consistent with applicable federal, state, HUD, and Agency procurement and contractual requirements, and may not conflict with the terms and conditions of the Agency’s final executed agreement.
