Q (No subject): In the work area descriptions, all work areas require 2 visits per week, which seems excessive. What is the realistic budget for this project?
A: The scope and service frequency in the ITB reflect the MSTU’s operating standard to keep ROWs and public spaces free of debris, palm fronds, and litter, and to maintain sight lines and pedestrian safety. Several corridors experience high public use and wind‑blown/palm litter, which is why two visits per week are specified in most areas and four visits per week at the Boardwalk. The County’s historical annual spend for comparable services in this MSTU has been approximately $200,000. This is provided for context only and may not indicate future buying patterns.
Q (No subject): Mulch and fertilizer applications are not specified as to how many times per year they are to be applied. Fertilizer section requires it to be applied at prescribed intervals (not provided) and mulch section requires that it will be applied as needed upon direction of PM. in order to bid this we need to know how many times per year a complete fertilization and complete mulching will be required?
A: The typical practice is to perform one complete fertilizer application per year, unless the County’s designee requests additional applications. The typical practice is to perform one complete mulching cycle per year, unless conditions require an additional installation. All mulch and fertilizer materials are provided by the County, and the contractor is responsible for installation only.
Q (Pre-Service Cleaning): At every service, do we need empty all the trash cans at Boardwalk, Bayshore Drive, and Hamilton Ave?
A: The contractor is required to perform pre‑service cleaning at each landscape service, including the removal of trash and debris from the service area and the right‑of‑way. This includes “trash and debris… paper, bottles, cans, cigarette butts, and other miscellaneous objects” that accumulate in the maintained areas. Trash must be emptied once per week, or more frequently if needed, or if the County’s designee instructs otherwise. The County may require additional emptying during periods of high activity or special events.
Q (Boardwalk Pressure Washing): Is the pressure washing service at the Boardwalk part of the unit price on the bid schedule or will it be considered an additional service?
A: Section 4 of the solicitation (“Additional Services – Pressure Cleaning”) states that pressure cleaning is performed as requested by the Project Manager, and includes paver cleaning, concrete cleaning, and related tasks. These items may be used “for any required need as requested by the Project Manager,” and repairs or associated work are handled as additional services. Contractors will bill these services using the additional services / time‑and‑materials structure defined in the solicitation.
Q (Royal Palms): At the walk through it was mentioned that Royal Palms were part of the scope of services. I do not see where they appear in the RFP. Should the trimming be included in the bid schedule or will it be considered an additional service? Also, what is the count of the Royal Palms, will they need to be strapped, and how often are they to be trimmed?
A: There are 97 Royal Palms located in the medians of Bayshore Drive. These Royal Palms shall be trimmed twice per year as part of the base contract, not as an additional service. Royal Palms will not need to be strapped, provided they are pruned regularly as required.
