    Beaufort County is soliciting proposals from experienced progressive design‑build teams for the development of a new eight bay T-Hangar and a 50‑foot by 50‑foot box aircraft hangar at Beaufort Executive Airport (ARW). The project includes full design, engineering, pricing, procurement, permitting, construction, commissioning and closeout services required to deliver a complete, operational hangar facility.

    The County seeks a design-build partner capable of validating site conditions, recommending the most practical and economical building and hangar door systems, collaborating on design and cost development, and advancing the project efficiently from design initiation through construction. The selected team will deliver durable, maintainable, and cost-effective facilities that support based general aviation aircraft storage, accommodate a variety of aircraft types, enhance airport operational efficiency, and generate additional airport revenue while aligning with the Airport's operational, economic development, and long-term growth objectives.

    Background

    Beaufort Executive Airport (ARW) continues to experience demand for additional based-aircraft storage capacity and opportunities to enhance airport revenue through aviation-related development. To support these objectives, the County intends to develop an eight-bay T-hangar and a 50-foot by 50-foot box hangar on airport property. The project site has been identified and is expected to be pad-ready upon contract execution.

    The County is seeking a qualified design-build partner capable of validating site conditions and delivering complete, functional, and maintainable hangar facilities that integrate with existing airport infrastructure. The selected team will be responsible for evaluating and coordinating all building systems, utility connections, pavement tie-ins, drainage considerations, and other improvements necessary to provide fully operational facilities.

    The County is utilizing a design-build delivery method to encourage collaboration between the County, designer, and builder; support constructability reviews and system evaluations; and promote efficient project delivery. This approach provides flexibility in evaluating building and hangar door system options, identifying economical and maintainable solutions, and advancing the project from design through construction in a coordinated manner.

      • Experience evaluating, designing, and implementing economical, durable, and maintainable hangar door systems;
      • Proven ability to execute efficient, well-sequenced project delivery; and
      • Resumes, qualifications, and roles of key personnel.
    • Project Understanding & Technical Approach (25 pts)
      • Understanding of the County's project goals and performance-based requirements;
      • Approach to validating site conditions and integrating findings into design;
      • Understanding of pad-ready site expectations and interface needs;
      • Proposed strategies for delivering practical, durable, and cost-effective aircraft storage facilities;

      In evaluating qualifications, the County may consider the respondent's experience with building and hangar door systems that provide dependable operation, durability in a coastal environment, ease of maintenance, and long-term value.

      • Methods for cost estimating, tracking, and refinement during project development;
      • Approach to identifying economical and practical solutions that maximize value;
      • Consideration of lifecycle costs and long-term maintenance requirements; and
      • Reasonableness of preconstruction and general conditions cost proposals.

      The Bidder certifies that he does not, and will not, provide and maintain segregated facilities for his employees at his establishments and, further that he does not, and will not, permit his employees to perform their services at those locations, under his control, where segregated facilities are provided and maintained. Segregated fountains, transportation, parking, entertainment, recreation, ad housing facilities; waiting, rest, wash, dressing, and locker room, and time clock, work, storage, restaurant, and other eating areas which are set apart in fact, or by explicit directive, habit, local custom, or otherwise, based on color, creed, national origin, and race. The Bidder agrees that, except where he has obtained identical certifications from proposed subcontractors for specific time periods, he will obtain identical certifications from proposed subcontractors prior to the award of subcontractors exceeding $10,000.00 which are not exempt from the provisions of the Equal Opportunity clause, and that he will retain such certifications in his files.
