    Description

    Bedford County Development Association (Owner) will receive sealed bids online via PennBid for the construction of the Bedford County Business Park III Project until 10:00 A.M. (E.S.T) on Thursday, April 30, 2026, at which time all bids will be opened electronically and publicly posted on PennBid’s website. All documents & solicitation details are available at no cost on https://pennbid.bonfirehub.com. Questions & inquiries should be addressed through PennBid’s “Ask A Question” feature.The project includes the installation of approximately 4,320 linear feet of concrete curb; construction of approximately 2,100 linear feet of 30-foot-wide roadway, including a cul-de-sac; installation of post-mounted signs; installation of approximately 1,820 linear feet of sanitary sewer, 2,170 linear feet of storm sewer, and 3,980 linear feet of waterline, including two waterline borings; construction of a stormwater management facility; and all associated appurtenances and related work. Work under this contract shall include all materials, equipment, supplies, & labor for the construction as shown & specified in the Contract Documents. The project is in Bedford, Pennsylvania.Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the “Steel Procurement Act”). The Contractor shall adhere to the provisions of the Pennsylvania Prevailing Wage Rates as set forth in the Contract Documents.Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond & a Payment Bond to the Owner, in the form contained in the Contract Documents & executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount. The bidder will also furnish evidence of insurance coverage as required by the contract documents.The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work and to award the contract as may be deemed in the best interest of the Owner.The project is being financed in part by the Commonwealth of Pennsylvania, Department of Community and Economic Development and with local funds. The obligations imposed on the Owner by the funding agency shall apply to and be acceptable to the successful bidder(s).A pre-bid meeting will be held at 10:00 A.M. local time on April 16, 2026, at the Bedford County Development Association building, located at 1 Corporate Drive, Suite 101, Bedford, Pa 15522. Attendance at the pre-bid meeting is highly encouraged but is not mandatory.
