    Description

    INTRODUCTION The Nevada County Behavioral Health Department is seeking qualified firms to provide Adult Full Service Partnership (FSP) services within the Nevada County Behavioral Health System of Care, in alignment with the Behavioral Health Services Act (BHSA) Policy Manual, Section 7, BHSA Components and Requirements, subsection B. Full Service Partnership. Nevada County is a small, rural, mountain community, home to an estimated 103,000 individuals. The county lies in the heart of the Sierra Nevada Mountains and covers 958 square miles. Only 33% of Nevada County’s population live in incorporated areas, with 17% in the Town of Truckee, 13% in the City of Grass Valley, and 3% in Nevada City, while 67% live in the outlying unincorporated areas. Over 93% of the Nevada County residents identified their race as White, while over 3% of residents combined identified their race as African American, Asian, American Indian, Alaska Native, Native Hawaiian and Pacific Islander. An estimated 85.4% of the population identified as Non-Hispanic or Latino and 9.5% of the population of Nevada County identified themselves as Hispanic or Latino. Therefore, Nevada County’s one threshold language is Spanish. 23% of Nevada County’s residents are over 65 years of age as compared to the statewide average of 13.9%. As of December 2023, 30% or about 30,580 residents are Medi-Cal recipients. In alignment with Behavioral Health Services Act (BHSA) requirements, Nevada County is currently developing its Three-Year Behavioral Health Services Act (BHSA) Integrated Plan for Fiscal Years 26/27, 27/28, and 28/29. This plan will outline how Nevada County Behavioral Health will utilize its BHSA funding allocation over the next three fiscal years. As part of the requirements for the BHSA three-year planning process, NCBH engaged in a comprehensive community planning process. The community planning process identified areas of strengths and areas of growth within the local behavioral health continuum of care. Programs will be prioritized based on alignment in addressing the strengths and gaps identified in the recent community mental health needs assessment, data, staff input, available funds, and diversity of programming. In addition, programs need to address the expectations of the proposed service category as outlined in BHSA Regulations. Programs selected in this Request for Proposal will be included in the FY 26/27, 27/28, and 28/29 Three-Year BHSA Plan. The broad priorities identified by stakeholders during the community planning process were: Expanded Capacity of Services Increased workforce of case managers Increased capacity for SUD residential programs and supported housing Increased Accessibility of Services Clear definitions of qualification criteria Clear pathways to access services Solutions for transportation to services Increased Education and Outreach Program education and stigma reduction Family and Support System involvement Please refer to the full Behavioral Health Community Needs Assessment for more details on each priority. Please refer to the Behavioral Health Policy Manual for regulations referred throughout this RFP. In consideration of the above-mentioned priorities, Nevada County is soliciting proposals from qualified firms, groups, or individuals to provide one or more services which are further described in this Request for Proposals (RFP). The contracts awarded to the selected proposers as a result of this RFP will be effective for an initial term of one year from approximately July 1, 2026 through June 30, 2027. Nevada County reserves the right to renew these contracts for two additional one-year periods, based on satisfactory performance, mutual consent, and available budget.
