Bids must be submitted electronically through the procurement portal at https://procurement.opengov.com/portal/lewiscountywa or sealed bids must be delivered to the Clerk of the Board of Lewis County Commissioners (351 N.W. North Street, Room 210, CMS-01, Chehalis, Washington 98532), by or before 12:15 P.M. on Thursday, April 2, 2026, and be in accordance with the plans, specifications, and other contract document available through the procurement portal. Sealed bids must be in an envelope clearly marked: “SEALED BID FOR THE BERWICK CREEK AT BISHOP ROAD MP 2.839 FISH PASSAGE CULVERT REPLACEMENT PROJECT – CMP 15-2333, TO BE OPENED ON OR AFTER 12:15 P.M. ON APRIL 2, 2026.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory contract bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Lewis County Public Works Department.
Informational copies of maps, plans and specifications are on file for inspection in the office of the County Engineer of Lewis County in Chehalis, Washington. The contract documents may be viewed and downloaded from Lewis County’s Web Site @ www.lewiscountywa.gov or you may call the Lewis County Engineers office @ (360) 740-1123 Ext. 2 and request a copy be mailed to you. Plan or specification changes shall be accomplished through official project addendums.
Lewis County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
This contract provides for the improvement of **Berwick Creek at Bishop Road MP 2.839 Fish Passage Project by removing a fish barrier and constructing a stream bypass; structure excavation; constructing a buried structure, roadway and drainage improvements; anchoring large woody debris; installing streambed mix; planting mitigation; and temporary traffic control, *** and other work, all in accordance with the attached Plans, these Contract Provisions, and the Standard Specifications.

Q (No subject): To meet the 4'-0" standard in the "Tree Riparian Mix" on page # 337/338, it would likely have to be a far larger container size, with a larger root mass...with that in consideration, we believe that palstic tree protectors should not be required because they could damage the root sytems of the trees. Could we instead install wire caging and/or root barriers for protection if we have to procure Ball & Burlap or 10-20 gallon containers? Tree tubes are specifically made for bareroots or smaller container stock and are meant to be removed once the plants reach about 3-4' in height.
A: Alternative tree protectors can be submitted for review (after award) and will be approved if the alternative is equivalent for rodent protection.
Q (Mulch Rings): Section 8-02.3(13) Plant Establishment and Sheet C-403 describe specifications for mulch rings around plantings above the 100-year flood elevation, however on the permit plans (p238-9/338) the entire planting area appears to be within the 100-yr flood elevation. Does this mean that no plants will need to be mulched?
A: Mulch rings are required for all trees and shrubs within the “Tree Riparian Mix”.
Q (Third Party Materials Testing & Survey): Section 1-08.0(2) Hours of work (4th paragraph) references Contracting Agency's representatives for survey, materials testing lab & inspectors, third party consultants. Can you confirm that these items/scopes (survey, testing, inspections) will be owner/engineer supplied and not the responsibility of the contractor?
A: Lewis County will provide survey construction staking and inspection for all work. Additionally, Lewis County will conduct material gradation verification after the Contractor proposed material meets all material gradation/LA Wear/Degradation via Contractor supplied QA/QC test results. Please see the WSDOT Standard Specifications for more information.
Q (Road Closure): Section 1-08.5 states the project must be completed within 60 working days. Please confirm that the duration of the Bishop Rd closure should match the 60 working days.
A: Starting July 13, 2026, Bishop Road will be closed to traffic for no more than 60 consecutive working days for construction of this project.
Q (Plant Sizing): Plant legend calls for a 2 gallon size and lists the Min height at 4'. ANSI standards for a 2 gallon are 1-3' in height. In order to obtain a 4' height the container size would be more in the 5 gallon to 10 gallon range. Please confirm if we should be bidding a 2 gallon or a 4' height. Cost impacts are significant between the 2 different sizes noted.
A: Contract Plans list both the minimum container size and minimum height for various tree types within the Tree Riparian Mix. Both minimum requirements must be achieved to meet tree stock acceptance (5- or 10-gallon containers with 4-ft tall trees would meet minimum requirements listed in the Contract Plans). Please bid accordingly meet all Contract Plan and Special Provision requirements.
