    State Project Number 51ML0001 BEST VALUE Transfer Switch Replacement – Minnesota Sex Offender Program (MSOP) Moose Lake A. The work will be done under one prime contract that includes: Electrical construction. B. The following summary is a general guide to the scope of work. It should not be construed as a detailed list of work included in the contract. 1. Demolition of five transfer switches, one uninterruptible power supply (UPS) with maintenance bypass switch and one switchboard transient voltage surge suppressor (TVSS). 2. Installation of three new transfer switches, one new UPS and maintenance bypass switch and one new switchboard TVSS. This solicitation includes required insurance as recommended for the project’s specifications and scope of work. It is highly encouraged potential responders review Section 00 73 16 Insurance Requirements as well as AIA A201, Article 11 of the solicitation before submitting a response. This solicitation includes a General Proposal in Section 00 21 27. Responders to this BEST VALUE solicitation must provide a response to each section of the General Proposal as well as submitting a cost proposal response in QuestCDN. The General Proposal lists qualification requirements. Qualification requirements include, but are not limited to: Responding company has completed as a Prime Contractor, not as a subcontractor the work for at least two (2) contracts which have achieved substantial completion since June 2, 2016, for comparable projects. Each of these contracts MUST have had a construction value of $200,000 or greater. A comparable project is defined as a completed automatic transfer switch(es) replacement within a fully operational secured facility. A secure facility is defined as State Correctional Facility or Prison, Federal Correctional Facility or Prison, County Jail, International Airport, Detention Center, Reformatories, Secure Mental Health Facility, or a Military Installation. The Prime Contractor must have a written “Safety and Health Program” compliant with MN Statute 182.653 Subd. 8 which includes a mission statement, policies, and procedures. The Prime Contractor must furnish a copy upon request. Additionally, the Prime Contractor must not have had any willful or repeated safety citations since for which a final order has been issued within 5 years of the solicitation due date. This Project has a 3% Targeted Group, Economically Disadvantaged, Veteran-Owned Small Businesses (TG/ED/VO) subcontracting goal. The TG/ED/VO subcontracting goal will not be a consideration in determining the lowest responsible Prime Contractor. Category: Construction, Electrical. Estimated Value: $ 532,705.00. Responders must send a valid State Identification card (photocopy, front and back) of all persons wanting to attend the pre-proposal meeting by June 11, 2026, to Michelle Schleret, michelle.m.schleret@state.mn.us, and Jennifer Abramson, jennifer.j.abramson@state.mn.us. Responders who are pre-approved to enter the facility must still submit an email indicating intent to attend the meeting by the pre-registration due date to Kris Kelly, kris@victusengineering.com. Requests submitted after the pre-registration due date may be considered, but the State is not obligated to approve the request. A valid driver’s license is required for admittance. No cameras will be allowed inside the Facility; pictures may be requested to be taken by onsite personnel and provided to all responders. Responders must attend the pre-proposal meeting prior to submitting their response. Responses received from responders that did not attend the pre-proposal meeting will be rejected.
