    Description

    NOTICE IS HEREBY given that the City of Hayward invites sealed proposals for 26-052 Bicycle and Pedestrian Master Plan Update.  Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the Transportation, 777 B Street, Hayward, CA 94541-5114. All proposals must be submitted to the City's eProcurement Portal by 4:00 pm on Wednesday, May 27, 2026 and clearly identified with RFP title, number, company name and due date.  It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time, as late bids will not be accepted and deemed nonresponsive.

    The City of Hayward (City) is seeking proposals from qualified consulting firms to update its Bicycle and Pedestrian Master Plan (BPMP Update). The BPMP Update will build on the City’s existing 2020 Bicycle and Pedestrian Master Plan to create a focused, actionable guide for active transportation investment over a five-year implementation horizon.

    While maintaining the vision set forth in the 2020 BPMP, the Update will be grounded in what the City can realistically complete or substantially advance within five years. It will prioritize a targeted short list of grant-ready capital projects, construction opportunities aligned with the City’s Pavement Improvement Program (PIP), and quick-build or systemic signalized improvements. The BPMP Update shall also incorporate active transportation safety into infrastructure planning processes, including signal timing, integration of striping improvements into paving contracts, and establishment of new design standard specs.

    The BPMP Update will leverage the City’s existing BPMP, Local Road Safety Plan (LRSP), and Speed Management Plan (SMP), and will be developed in close coordination with concurrent City efforts, including the PIP, High Injury Network (HIN) Safety Plans, Nighttime Safety Enhancement Plan (NSEP), and Community Based Transportation Plan (CBTP) as well as regional efforts by Alameda County Transportation Commission (ACTC) and Metropolitan Transportation Commission (MTC). 

    Background

    The City of Hayward is located in central Alameda County and is known as the "Heart of the Bay" because of its proximity to San Francisco, Oakland, and San Jose. With approximately 160,000 residents, Hayward is a diverse, working-class city served by two BART stations, an extensive AC Transit bus network with some potential priority corridors, and a regional freeway system.

    In June 2023, the City adopted a Local Road Safety Plan and committed to a Vision Zero goal to eliminate roadway fatalities and severe injuries by 2050. The City has followed the LRSP with a robust program and multimodal safety planning and infrastructure investment, including its Speed Management Plan (SMP), HIN Safety Plans (in progress), Nighttime Safety Enhancement Plan (in progress), and Community Based Transportation Plan (CBTP) (in progress). Additionally, the City is promoting bicycle culture and access for the next generation through the Hayward Rides program and Safe Routes to School projects.

    The City’s existing Bicycle and Pedestrian Master Plan was adopted in 2020. While the 2020 BPMP establishes an aspirational vision for the active transportation network, this BPMP Update will focus on a concrete five-year implementation strategy grounded in project-specific community outreach and realistic implementation and funding mechanisms.
