    INVITATION TO BID City of Hoover, Alabama Bid # 22-007 Bid Title: Electrical Maintenance and Repair Services Sealed bids for Electrical Maintenance and Repair Services will be received by The City Clerk of the City of Hoover, Alabama, 100 Municipal Lane, Hoover, AL 35216, no later than 3:00 pm CT, on Wednesday, April 6, 2022, at which time they will be publicly opened and read aloud in the City Community Room, located on the third floor within Hoover City Hall. No Bids will be accepted or opened after the date and time set forth herein. The Bid Specifications are available for public view and copies may be obtained at the office of The City Clerk of the City of Hoover, 100 Municipal Lane, Hoover, Alabama, 35216. Bid Specifications and Bid Proposal Forms are also available for view and download from the City’s website at http://www.hooveralabama.gov/bids.aspx. Please note that Bid Specifications will NOT be mailed to prospective bidders. Questions regarding this bid should be directed, no later than March 30, 2022 at 5:00 pm., to either Randall Martin, Assistant Director of Park Maintenance, via email at randall.martin@hooveralabama.gov or Charles Yates, Facilities Manager, via email at charles.yates@hooveralabama.gov. Answers to questions, clarifications, corrections, and additions to the Bid Specifications will be issued in the form of Addendums to the Specifications which will not be distributed by delivery or mail but, rather, shall only be posted on the city’s website by 5:00 pm, April 1, 2022. It shall be the responsibility of the bidder to frequently visit the city’s website to view or download such Addendums, if any are issued. This Invitation-to-Bid, the Bid Specifications, and the Bid Proposal form(s) will comprise the total bid package and should be read very carefully. Bidders must provide all information and signatures on the Bid/Proposal form(s) as requested. Bids may be disqualified for non-compliance or may be deemed as non-responsive if bid documents are not submitted as requested. The Bid/Contract award, if made, will be made to the lowest responsive, responsible Bidder as evidenced by the City’s receipt of a completed Bid Proposal Form and other documents that have been submitted in accordance with the Instructions to Bidders and in accordance with stipulations within other sections of the Bid Specifications. A purchase order will be issued once the bid is awarded. The City reserves the right to reject any or all Bids, to waive any formality in any Bid, and to accept any Bid considered advantageous to the City. The City reserves the right to hold the Bids for a period of ninety (90) calendar days after the date of receipt of Bids. The City of Hoover hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises (DBEs) will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, gender, religion, age, disability, marital status or national origin in consideration for an award. The attention of Bidders is called to the provisions of Section 31-13-9, Code of Alabama 1975 relating to Immigration Law compliance and documentation thereof (i.e. participation in the Federal E-Verify program). The successful Bidder will be required to sign a contract that includes the following provision related to Immigration: "By signing this contract, the contracting parties affirm, for the duration of the agreement, that they will not violate federal immigration law or knowingly employ, hire for employment or continue to employ an unauthorized alien within the state of Alabama. Furthermore, a contracting party found to be in violation of this provision shall be deemed in breach of the agreement and shall be responsible for all damages resulting therefrom."
