    Q (DBE Goal): At the end of 2025 a Federal Mandate was issued that discontinued the DBE Program due to it being unconstitutional. GDOT adopted this same policy and stopped DBE participation. This project shows a DBE Goal of 11 %, will this be deleted to be in line with the Federal Mandate and GDOT Policy?

    A: This is not a GDOT funded project, the DBE Goal will remain.


    Q (GDOT Asphalt Cement Index): Would you please consider utilizing the GDOT Asphalt Cement Index for this project due to it very long duration? GDOT always indexes project that have a duration of more than 365 Calendar Days.

    A: No.


    Q (Mast Arms): What is the preferred finish on the mast arms?

    A: Black powder coated paint is preferred on all mast arms.


    Q (DBE ): If the prime is a GDOT DBE. Can the self perform work count the DBE required?

    A: Yes.


    Q (Reports): Will the County provide any of the following documents for this project: Geotech Report, UAS, WFI, and Earthwork files?

    A: Earthwork file will be provided as a part of Addendum #2.


    Q (Bid Schedule): Will there be a revised bid schedule available to download that includes the changes in Addendum 1?

    A: Yes; quantities and/or units will also be corrected in OpenGov.


    Q (Staging Plans- Temporary Scope): There is information missing for the temporary scope of work on the Staging Plans. Will Henry County provide updated plans or clarification for this missing information?

    A: Updated plans will be provided as part of Addendum #2.


    Q (No subject): Item for the decorative crosswalks states stamped asphalt concrete, does it mean stamped asphalt? Also will an equal product be acceptable?

    A: There is detail for stamped asphalt on 05-0024(Typical Sections). County will consider equal product if it meets all specifications.

    A: Will this be a grading complete or clearing and grubbing contract? Both pay items are provided? The Clearing & Grubbing will be removed.


    Q (DBE or M/WMBE Goal): The bid proposal lists both DBE and M/WMBE goal of 11%. Will there be both or only one?

    A: Only one, the DBE will encompass the M/WMBE.


    Q (QC Testing): Who is responsible for QC testing? The County or Prime?

    A: All material testing will be conducted by the County.


    Q (Bid Due Date): Currently the bid due date of April 17 is the same bid due date as the GDOT letting in April. Will the County please consider extending the bid due date a week to at least April 24th to allow the bidders more time to focus on this bid outside of GDOT letting projects?

    A: No


    Q (Staging Cross Sections): Can staging cross sections be provided?

    A: The staging cross sections is not available.


    Q (Stamped Asphalt): Where is the stamped asphalt required? Can an approved equal be used versus Traffic Calming USA?

    A: It is required all major intersections. County is not familiar with Traffic Calming USA.


    Q (Utility Relocations): Can a UAS be provided?

    A: UAS is not available currently.


    Q (Soil Survey): Can a soil survey be provided?

    A: Soil survey will be provide to the vendors.


    Q (Rock Excavation): Can a rock excavation pay item with estimated quantity be provided to have in place if needed?

    A: Please refer to contract document for rock excavation clauses.


    Q (Sod): Where is the proposed sod going to be installed?

    A: It will be installed at various locations, as designated by Henry County


    Q (Class A Concrete): What is the intent of item #500-3101 Class A Concrete 43 CY?

    A: Please refer to the Drainage Profile 22-0017.


    Q (Patching): The pay item for patching does not list recycled? Does this mix need to be virgin stone or can it be recycled? Also where is the patching located?

    A: This item will be revised.


    Q (ASC): Is the 10,000 tons of ASC correct? Seems like a high quantity.

    A: Quantities have been included for the consideration roadway maintenance and inclement weather conditions.


    Q (Type II Backfill): Where will the type II backfill be installed?

    A: Please refer to Drainage Profiles sheet 22-0017.


    Q (Message Boards): Where will the message boards be needed? Will the Prime get them back at the end of the project?

    A: It will be used various location through out the project. After completion of the project, the Prime will retain all message boards.


    Q (No subject):

    A: Can any of the existing pavement be retained and overlaid versus complete full depth construction? It would help with maintenance of traffic. No.


    Q (No subject):

    A: There will a minimal amount of leveling required during staging and at tie/ins. Can a pay item be added with an estimated quantity for the Prime to price? This item has been quantified and listed on the bid item sheet.


    Q (No subject):

    A: There is a temporary traffic signal listed on dwg 06-0014, however, there is no pay item. Can a pay item be added? Also where is this temp signal located? The temporary signal has been removed.

    A: Can 2 Inch HDPE be a suitable substitute for 2 Inch Rigid conduit when installing the directional bores? No.

    A: What are the lane closure restrictions? Can special provision 150 be provided? Special Provision 150 - Traffic Control - is included in the bid documents, please refer to page 28.


    Q (Mortar Rubble Masonry):

    A: Where does the proposed 400 cy of mortar rubble masonry get installed? It will be used on one of the wall on the project.

    A: 1. Bid item #511-1100, Bar Reinf Steel unit is given in LF, I believe it’s typo of LB (pound weight) unit. Please clarify. 2. Drg 05-0024 has mentioned Stamped Median and stamped Asphalt cross walk on Anvil Block Road intersection. We don’t see anvil block road intersection on this project. Also note says stamped conc median will be paid under item# 441-0740 Conc Median 4 IN but there is no pay item given on the bid schedule for 4-inch median. (I believe the detail is not for this project) 3. Drg 05-0024 has mentioned Gravel Culvert details for Station 29+12. We could not find any such culvert on 13-series plan. Requesting clarification for pay item and actual work intended for the detail. 4. Item#603-7000, Mortar Rubble Masonry wall. 400 CY. We don’t find any details for this wall on plans. Can you please confirm which wall required Mortar Rubble masonry and what details to follow for the construction. 400 Cy quantity is lot so clarification will help contractors not to add unknown cost in the bid. In regards to Question #1, the quantity for Item Number 511-1100 Bar Reinf Steel should be quantified as LBS, not LF.  For Question #2, I have removed any references to Anvil Block Road  from the plans and have added a quantity for Item Number 441-0740- 4 Inch Concrete Median to Drawings 06-0001 & 09-0001 along with the Final Cost Estimate and Bid Tab. I have also updated the Quantity for Item 441-0754 – 7 ½ Inch Median Accordingly. For Question # 3, I have removed the Gravel Culvert details for Station 29+12 from the Stamped Concrete Detail on Drawing 05-0024. For Question #4, please refer to question and answer #29.
