    INVITATION FOR BIDS City-County of Butte-Silver Bow Butte, Montana Butte Solids Handling Dewatering General Notice Notice is hereby given that the City-County of Butte-Silver Bow is requesting sealed bids or proposals for the Metro Solids Handling Dewatering Project hereby invited and will be received at or prior to 4:30 p.m. October 9, 2024 (Mountain Standard Time) at the Office of the Clerk & Recorder, City-County of Butte-Silver Bow, Second Floor, Room 208, Courthouse Building, 155 West Granite Street, Butte, Montana 59701. Original copies must be submitted; no faxed or electronic bids will be accepted. Please do not send Bids through next day air or overnight the day before they are due. These bids will arrive two to three days late. Said Bids will be opened at a meeting of the Butte-Silver Bow City-County Council of Commissioners in the Council Chambers at 7:30 p.m. on Wednesday, October 9, 2024 Persons with disabilities who need an accommodation to participate in this public hearing should contact James Ouellette, ADA Coordinator; 155 W. The Project includes the following Work to optimize the dewatering technology at the wastewater treatment plant: Replacement of existing belt filter presses with new screw presses. Replacement of existing sludge transfer pumps with rotary lobe pumps. Replacement of existing sludge conveyance system with centerless conveyor. Replacement of existing polymer feed equipment with streamlined and automated make-down system. The scope of each replacement and improvement includes the demolition of existing equipment, installation of new equipment, and all associated valves, piping, electrical, miscellaneous controls work and appurtenances necessary for a complete, fully operational system. SCADA integration of the new equipment with the City-County of Butte-Silver Bow’s existing control system will be completed by the City-County’s system integrator. Bids are requested for the following Contract: City-County of Butte-Silver Bow, Solids Handling and Dewatering. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be located on Butte-Silver Bow’s website at: https://www.co.silverbow.mt.us/bids.aspx Bidding documents will be posted on the Montana bid website at: https://www.montanabid.com Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a Bidding Documents holder, even if Bidding Documents are obtained from a third-party plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with Addenda, lists of registered Bidding Documents holders, reports on the Site, and other information relevant to submitting a Bid for the Project. All official notifications, Addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including Addenda, if any, obtained from sources other than the designated website. The Issuing Office for the Bidding Documents is: HDR Engineering, Inc. 700 SW Higgins Ave., Suite 200 Missoula, MT 59803 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8am-5pm local time and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office. Paper copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $150 for each set. Make deposit checks for Bidding Documents payable to: “HDR Engineering, Inc.”, and mailed to Devie Bessette, 700 SW Higgins Avenue, Suite 200, Missoula, MT 59803. Upon Issuing Office’s receipt of payment, paper Bidding Documents will be sent to the prospective Bidder. The Bidding Documents will also be made available to the purchaser through a digital One Drive download access. Project Funding The “Butte Solids Handling and Dewatering” project is funded with American Rescue Plan Act (ARPA) funds. Bidders must meet all requirements of the appropriate Federal/State agencies, as indicated in the specifications. Pre-bid Conference A non-mandatory pre-bid conference for the Project will be held on September 11th, 2024 at 1:00 PM at the Metro Wastewater Treatment Plant at 800 Centennial Ave. Attendance at the pre-bid conference is encouraged but not required. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. CONTRACTOR and any of the CONTRACTOR’s subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the DLI, PO Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling (406) 444-7734. CONTRACTOR is required to have registered with the DLI prior to bidding on this project. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of construction work shall be paid wages at rates as may be required by the laws of City- County of Butte-Silver Bow and the State of Montana. By entering a Bid the CONTRACTOR agrees that all hiring by CONTRACTOR of persons doing work on this project shall be on the basis of merit and qualifications. The CONTRACTOR will have a policy to provide equal employment opportunity in accordance with all applicable State and Federal anti-discrimination laws, regulations and contracts. The CONTRACTOR will not refuse employment to a person, bar a person from employment, or discriminate against a person in compensation or in a term, condition, or privilege of employment because of race, color, religion, creed, political ideas, sex, age, marital status, national origin, actual or perceived sexual orientation, gender identity, physical or mental disability, or sex distinction. The CONTRACTOR shall be subject to and comply with Title VI of the Civil Rights Act of 1964; Section 140, Title 2, United States Code, and all regulations promulgated thereunder. CONTRACTOR represents it is, and for the term of this project will be, in compliance with the requirements of the Equal Pay Act of 1963 and Section 39-3-104, MCA (the Montana Equal Pay Act). Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or a Bid Bond payable to City-County of Butte-Silver Bow, in an amount no less than ten percent (10%) of the total amount of the Bid. Successful BIDDER(s) shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. Insurance, as required, shall be provided by the successful BIDDER(s) and certificates of that insurance shall be provided. No bid may be withdrawn after the scheduled time for the public opening of the Bids specified above. City-County of Butte- Silver Bow reserves the right to reject any or all proposals received, to waive informalities, to postpone the award of the Contract for a period of sixty (60) days, and to accept the lowest responsive and responsible Bid which is in the best interest of City-County of Butte- Silver Bow.
