    The Center for NYC Neighborhoods, in coordination with New York State Homes and Community Renewal (HCR), is establishing a non-exclusive panel of qualified Land Surveyors to support the Blue Buffers Program, a voluntary buyout initiative funded by the 2022 Environmental Bond Act. Respondents must be licensed New York State Land Surveyors or firms with demonstrated experience in boundary surveys, site inspections, and legal description preparation, particularly in Suffolk and Broome counties. Subcontracting and joint ventures are permitted, provided all survey products are certified by a licensed NYS Land Surveyor; however, participants must comply with a 30% combined MWBE participation goal (15% MBE / 15% WBE).
