    Description

The Center for NYC Neighborhoods is seeking qualified organizations and professionals to join a Land Surveyor Services Panel. Panel members will provide professional land surveying services to support the voluntary buyout of flood-prone properties. Specific services include: Property Surveys: Boundary land surveys suitable for conveyance and recording, including terrain and feature data collection. Documentation: Preparation of certified survey plats signed and sealed by a New York State licensed surveyor. Site Inspections: Physical inspections to identify encroachments, easements, rights-of-way, and utilities. Issue Resolution: Identification and coordination to cure survey-related defects that may impact property conveyance. Project Coordination: Scheduling survey requests and coordinating with legal counsel, title vendors, and land stewards. Eligibility and Qualification Requirements Respondents must meet several professional and administrative standards to be eligible: Licensure: All survey products must be certified by a land surveyor licensed in the State of New York. Experience and Capacity: Evaluation will consider relevant land survey experience, the ability to manage concurrent assignments, and geographic coverage. Compliance: Respondents must demonstrate readiness to comply with bond-funded requirements, including data security and confidentiality standards. Preferences: Participation goals are set for Minority- and Women-Owned Business Enterprises (MWBE) at 30% (15% MBE and 15% WBE). Preference is also given to Section 3 Business Concerns, which focus on providing economic opportunities to low-income persons. Subcontracting, Joint Ventures, and Co-Production The RFQ allows for subcontracting and collaborative arrangements under the following conditions: Disclosure: Respondents must disclose any planned use of subcontractors and describe their oversight and quality control approach. MWBE/SDVOB Participation: Respondents are encouraged to use certified MWBEs, Service-Disabled Veteran-Owned Businesses (SDVOBs), and New York State subcontractors and suppliers where feasible. Goals and Waivers: Procurement expectations for MWBE participation are based on the availability of subcontracting opportunities. If participation is not feasible, a waiver may be requested with documentation of "good faith efforts". Additional Information for Potential Contractors Geographic Scope: While a statewide panel is being established, respondents may qualify for specific counties only. Initial target counties include Suffolk and Broome. Contracting Structure: Selection to the panel results in a Master Provider Agreement, but it does not guarantee a minimum volume of work or several assignments. Pricing: Fees must be proposed on a per-assignment or per-deliverable basis. Hourly billing is discouraged unless expressly requested or justified. Timelines: Land survey assignments are generally expected to be completed within 30 days of assignment. Restricted Period: All communication during the procurement period must be directed solely to the Designated Contact Officer, Tiffany Chambliss, at proposals@cnycn.org.
