    The position of Board Counsel was established to enhance and provide specialized legal support to SCAG’s governing bodies. The Board Counsel serves as the primary legal advisor to SCAG’s General Assembly (GA), Regional Council (RC), Executive/Administration Committee (EAC), and other committees (collectively the “governing bodies”), while SCAG’s Chief Counsel serves as counsel to SCAG as an organization and its staff under the direction of the Executive Director.Although both serve the agency, their emphasis differs:•The Board Counsel focuses on the legal needs of the governing bodies.•The Legal Department, led by the Chief Counsel, focuses on the legal needs of SCAG management and staff.Both functions are part of SCAG’s overall legal services team and are expected to coordinate to ensure consistent, high-quality legal advice to the agency.The Scope of Work includes Board Counsel Services as described in the RFP Statement of Work Task 1. The firm selected to provide Board Counsel Services shall also provide As-Needed Legal Services as described in the RFP Statement of Work Task 2.SCAG also intends to establish a pool of additional qualified firms to provide As-Needed Legal Services only, as described in Task 2, under the direction of SCAG’s Chief Counsel or designee.
