BOIS D'ARC ST. TO N BLANCO ST. WATERLINE REPLACEMENT Project

SCOPE OF WORK

The Project generally consists approximately 3,600 linear feet of eight-inch (8”) PVC Water Distribtuion Main in the City of Lockhart, along Bois D’Arc St & N. Blanco St. All materials and labor are to be furnished for the installation of the water main, which includes a crossing underneath Union Pacific Railroad, via a combination of open trenching and boring methods.

 

BID ADVERTISEMENT

The CITY OF LOCKHART will receive bids for the BOIS D'ARC ST. TO N BLANCO ST. WATERLINE REPLACEMENT Project until 10:00 A.M. CST, Thursday, August 20, 2026, at City Hall, located at 308 West San Antonio St. Lockhart, Texas 78644. Bids must be clearly marked on the outside of the envelope or package with the words “City of Lockhart Bois D’Arc St. to N Blanco St. Waterline Replacement Project”. Bids received after the above stipulated time will be rejected and returned unopened. The bids will be publicly opened and read aloud immediately after above-stipulated time. Bid evaluations will be completed at a later time and date.

A NON-MANDATORY Pre-Bid Meeting will take place at City Hall at 11:00 A.M. CST, Monday, August 6, 2026. To allow all questions during the bid period to be sufficiently reviewed and appropriately answered by way of addenda, the deadline for submitting questions will be 5:00 P.M. CST, Monday, August 17, 2026.

Bid/Contract Documents including Drawings and Technical Specifications are available for examination at the KLEINFELDER, INC. office located at 829 N St. Joseph Street, Gonzales, Texas, 78629. Copies of the Bid/Contract Documents may be obtained through download from the Civcast Website at www.civcastusa.com.

A bid bond in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Lockhart may be submitted in lieu of the Bid Bond. The City requires Payment and Performance Bonds in 100% of the contract amount.

Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) Wage Rate, as issued by the U.S. Department of Labor and contained in the Contract Documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, sexual identity, gender identity or national origin.

The City reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by the City for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
