The New York State Department of Transportation is assisting WSP USA Inc. (WSP), in the selection and retention of a Subcontractor, to provide Work Zone Traffic Control and Access Equipment for Consultant and State Inspection Teams throughout NYSDOT’s Region 9, under Contract No. D042079, PIN 9B26.02 The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and access equipment for the 2026-2027 Biennial & Interim Bridge Inspection, NYSDOT Region 9, Broom, Chenango, Delaware, Otsego, Schoharie, Sullivan, and Tioga Counties in the State of New York. The required equipment will assist WSP USA Inc. (WSP) and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with the inspection of said bridges. Required Experience: As the safety of human lives is at risk, the operators assigned by the Subcontractor to provide aerial lift equipment operations, shall be thoroughly knowledgeable, trained and have a minimum of five (5) years of documentable experience in the operation of the type of equipment that shall be used on the project. This experience shall include handling of human cargo in close proximity with fixed/or movable structures. All Subcontractors’ personnel assigned to this work shall have certification necessary to perform the work and must be able to communicate in a clear and effective manner. The Subcontractor shall be solely responsible for providing all materials and equipment required for the operation of the aerial lift equipment at each bridge site during the period of the Inspection Team’s operations. All equipment and procedures shall meet as a minimum the requirements of the New York State Department of Transportation Standard Specifications, as amended, and all other applicable NYSDOT guidelines and directives. Interested parties may receive a BID package from: Mr. Salvatore Iodice (salvatore.iodice@wsp.com) which explains in more detail the nature of the work, requirements and conditions needed to successfully complete this assignment. Contract: January 1, 2026, until May 31, 2029. Project Period: 2026-2027. It should be noted that the work will be performed from April through December of each year. The number of workdays required per crew to provide access equipment per week will vary from zero to five (0 to 5) days. Subcontractor will need to be prepared for equipment units being used by more than one team concurrently. WSP has a prime contract with the NYSDOT, Contract No. D042079. All applicable provisions of the prime contract apply to the subcontract. WSP reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits - WSP will procure all permits necessary to perform work. Bid Letting: Proposals shall be mailed (return receipt requested) or otherwise delivered in a sealed envelope labeled Proposal for PIN: 9B26.02, Work Zone Traffic Control Subcontract for Consultant and State Inspection Teams and also labeled with the name of the bidder in accordance with the Invitation to Bidders Document. As noted previously, proposals must be received at the offices of WSP, 15 Matthews Street, Suite 207, Goshen, NY 10924 no later than 12:00 PM-noon on Tuesday April 28, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 12:00 noon on Tuesday April 28, 2026., and read out loud in the offices of WSP, 15 Matthews Street, Suite 207, Goshen, NY 10924, by Mr. Salvatore Iodice, (salvatore.iodice@wsp.com). A representative of NYSDOT may be present. Attendance at WSP, 15 Matthews Street, Suite 207, Goshen, NY 10924 by a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by mail. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Contract Management Bureau's Designated Contact: Mr. Salvatore Iodice of WSP. Until a contract is approved, contact with any other NYSDOT or WSP employee concerning this project should not be made unless otherwise directed by the Office of Contract Management.
