    This contract provides for the improvement of a culvert crossing on Harts Lake Rd for Brighton Creek to enhance fish passage. The project is funded, in part, by grants from National Oceanic and Atmospheric Administration (NOAA) awarded to the Nisqually Tribe of Indians with Pierce County as a subrecipient. This work will include the installation of a 42’ span arch culvert and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

    A: No MTV required for this project.


    Q (CAD Files): Hello, could Pierce County please provide CAD files that have the grading contours included for further grading investigation? thanks.

    A: We have provided the contours and survey files under attachments.


    Q (No subject): Per 2-03.4.OPT2 can you please provide the Electronic Design files. Thank you.

    A: We will not be providing the Electronic Design files and will revise this specification by Addendum. However, we will provide grading contours and survey base early next week


    Q (No subject): Will you please add the WSDOT pre-approved MESA Retaining Wall system to the list of approved systems in Spec Section 6-13?

    A: The MESA retaining wall system is not an acceptable option for this project.


    Q (Select Borrow Incl. Haul): Could the County please confirm the pay limits of Select Borrow?

    A: Please see note 6 on plan Sheet 21 and Special Provision 9-03.14(2).


    Q (Overhead Power): Looking at the overhead power plan in Addendum 1, the poles are just outside of the grading limits, but the overhead powerlines will be well within the grading limits for the in-water stream work and upper slope grading. Contractor will not be able to maintain a 10' buffer from the relocated power and build the contract work. Please advise if PSE can revise their relocation limits as maintaining a 10' horizontal buffer is not constructable. Also, will PSE require any trenching/backfill or pad grading by prime contractor for their work?

    A: PSE is still reviewing this question, and we’ll continue to look for another option for relocating the lines. PSE will not require any trenching/backfill or pad grading for their work. Additional information will be posted when received by PSE.


    Q (Bid Date): I see that Open Gov shows a bid date of 4/1/26, but the bid form and DJC shows a bid date of march 25,2026, which date is correct?

    A: An addendum will be issued tomorrow to reflect the new bid due date, which will be 4/1/2026.


    Q (BABA Requirement): Is this project fall under BABA requirements?

    A: This project has a Waiver of the BABA requirements, see 1-06.OPT2 Buy America Requirements


    Q (Excavation/Backfill Pay Limits): On plan sheet 21, Section A, it shows an excavation line (Max 1.5H:1V slope) 1' outside of the footing bedding. Does that mean the Structure Excavation cl A neat line is that excavation line with a 1.5:1 slope? Also, Is Select Borrow Backfill neat line quantity following that sloped excavation line outside of the structural backfill zone?

    A: The limits of Structure Excavation Class A shall be per the specifications 2-09 Structure Excavation. Additional excavation outside of the Structure Excavation limit falls under Shoring or Extra Excavation Class.


    Q (Select Borrow Payment): Will Pierce County pay unit price select borrow for usable native excavation that meets Select Borrow limits if it is stockpiled nearby site, given that it meets select borrow sieve (<15% 200's)? Since select borrow is per TN, would Pierce County use a TN/CY conversion if the native backfill is used and is paid per TN? What would that conversion be?

    A: Pierce County will pay for Select Borrow unit price for native excavation if it meets the Select Borrow specification and Special Provision 9-03.14(2) and stockpiled as describe if the specifications. Our preferred payment is by TN using certified scale tickets. Conversation factors would be determined in a lab.


    Q (Restoration Planting by Nisqually Land Trust): It appears from Stream Details 2 on plan sheet 17 that after scarification of subsoil to a 4" depth, Topsoil Type B is to be installed at an 8" depth, then a 3" layer of mulch, followed by a biodegradable EC blanket to be installed over the 3" layer of mulch on the slopes next to the creek. Is the intention to have Nisqually Land Trust volunteers cut through the EC blanket on slopes, dig planting holes, and then install the plantings, AFTER the EC blanket is installed by contractor? Where will the on-site amended topsoil (Topsoil Type B) pile be located?

    A: Yes, the Nisqually Tribe staff will need to cut through the EC blanket on the slopes to install the plants. Please see 8-02.3(4) B Topsoil Type B in the 2025 Standard Specifications, 1-07.16(2).INST1 and 8-01.3.(1)a.INST1in the Special Provisions and note 2 on Sheet 8.
