    PLEASE UPLOAD YOUR RESPONSE IN THE RESPONSE ATTACHMENTS TAB REQUEST FOR INTEREST & QUALIFICATIONS Pulaski County is seeking the Interest and Qualifications for the following services. Your submissions will be kept on file for the year 2026 and accessed as needed. New submissions are required each year. Pulaski County, Arkansas desires the services of a Brownfield’s Qualified Environmental Professional. The task will include project supervision through completion of construction. Your submission should also include, but is not limited to, references, and company history. In the event Pulaski County acquires federal funding for a project, the firm will be selected in accordance with the procurement standards as set forth in 2 CFR Part 200, and according to the EDA publication “Summary of EDA Construction Standards.” The firm is required to have an active registration on Sam.gov, clear of any debarment issues. A Brownfields is a property, the expansion, redevelopment, or reuse of which may be complicated by the presence of potential presence of a hazardous substance, pollutant, or contaminant. The Pulaski County Brownfields Program and the US Environmental Protection Agency (EPA) is designed to empower states, communities, and other stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and sustainably reuse brownfields. Because concerns about future environmental risks and liability can hinder redevelopment, the Pulaski County Brownfields seeks to minimize the uncertainty surrounding actual or perceived contamination associated with these brownfield sites. The environmental professional is to have the following qualifications: Experience with EPA funded brownfields assessment activities Provides project management and community outreach services Conducting ASTM E 1527-21 Phase I and Phase II Environmental Site Assessments Review of brownfields activities and deliverables Supporting the resolution of any environmental site risks Preparing an inventory of potential brownfields sites within Pulaski County Development of clean-up plans Submittal of monthly written updates of brownfields sites assessed Travel may be required to brownfields project sites within Pulaski County Reports to Pulaski County Brownfields Program Administrator Please submit your Interest and Qualifications as an attachment no later than Tuesday, February 10, 2026 at 2:00 p.m. RFQ-26-006 Pulaski County reserves the right to reject any or all statements received.
