    Description

     

      1. Frederick County, Maryland is seeking competitive proposals from qualified firms to provide business analysis project and talent management consulting services on an as needed basis for Frederick County.  The intent of this request for proposal is to establish a list of pre-approved firms that can provide business analysis and project management consulting services to Frederick County.
      2. Award of this contract does not guarantee services will be required and work is not guaranteed.
      3. The final agreement and the amount included are not indicative of promised work.
      4. Frederick County is located in the north central part of Maryland and is 660 square miles in area.  The County is adjacent to Pennsylvania on the north, Washington County on the west, Howard and Carroll Counties on the east, and on the south by Montgomery County and Virginia.  The estimated population of the County as of July 1, 2025, is 302,883.
      5. There are 12 incorporated towns within the County.  The County seat and largest city is the City of Frederick, which has an estimated population of 92,059, as of July 1, 2025.  The City of Frederick is located approximately 45 miles northwest of Washington, D.C. and 45 miles west of Baltimore, Maryland.

    Background

    The intent and objective of this solicitation is to enable County using departments to procure miscellaneous consulting services in a timely and economical manner, on an as needed basis.  The County shall have a flexible means of obtaining miscellaneous consulting services quickly, efficiently and cost effectively by developing a list of pre-approved firms resulting from this solicitation.  The County shall have a ready source of highly qualified firms to provide miscellaneous consulting services in specific areas deemed necessary by the County and which will be done in a project-oriented manner.
