    A. A CEQA Section 15183 Compliance Memorandum for the project which is located on an undeveloped site that consists of:i. A Tentative Tract Map to create 159 residential lots and 2 lots for open space from one existing dual zoned lot.ii. A Planned Development Overlay (PDO), to allow for the development of a residential project consisting of 159 single-family homes with related amenities.iii. A Development Plan to allow for the construction of 159 single-family market rate residential units.B. An EIR for the project in the event the CEQA Section 15183 Compliance Memorandum reveals unmitigable impacts (this item shall be priced separately)C. A peer review of environmental studies prepared for the project and provided by the applicant. These include:i. Preliminary Hydrology and Hydraulic Report dated October 2025 (Exhibit A)ii. Biological Technical Report dated October 2025 (Exhibit B)iii. Phase I Cultural Resources Study dated October 31, 2025 (Exhibit C)iv. Paleontological Assessment dated October 31, 2025 (Exhibit D)v. Traffic Analysis dated January 15, 2026 (Exhibit E)vi. Water Quality Management Plan dated March 10, 2025 (Exhibit F)vii. Geotechnical Report dated April 9, 2025 (Exhibit G)viii. Phase I Environmental Site Assessment (Exhibit H)D. City Staff has sent formal AB52 Notification Letters to the required tribes (Pechanga, Agua Caliente, Rincon, Saboba, and Torres Martinez). As of this writing, a response has been received by the Pechanga Tribe. Pechanga requested consultation.E. City Staff has sent formal SB18 Notification Letters to all tribes listed on the Tribal Consultation list provide by the Native American Heritage Commission. As of this writing, a response has been received by the Agua Caliente Band of Cahuilla Indians. This Tribe has deferred consultation to other tribes in the area.F. The proposal shall include all environmental document noticing according to the California Environmental Quality Act in the event the CEQA 15183 Compliance Memorandum reveals unmitigable impacts and EIR is required. Noticing shall include, but is not limited to:i. Notice of Completion1. Provided to the State Clearing House along with 15 copies of the EIR.ii. Notice of Intent to Adopt the Environmental Impact Report1. Delivered to the County Clerk for recording on the “start date” of the public review period and provide original recorded stamped copy to the City.2. Ad placed in the local newspaper, San Diego Union Tribuneiii. Distribution of draft environmental document or NOI using a distribution list provided by City staff.iv. Distribution of draft environmental document or NOI to any required radius mailing.v. Notice of determination filed with the County Clerk for recording.G. A copy of all documents shall be provided in a permanent (PDF, TIFF, etc.) file format and editable/unlocked file formats that may include Microsoft Word, unlocked PDFs, AutoCAD, GIS, Adobe InDesign or other editable formats as approved by staff and shall become property of the City of Temecula for future use.PLEASE REFER TO THE RFP FOR A COMPLETE LIST OF SCOPE OF SERVICES.
