    Description

    INVITATION TO BID RFP# CCDPC2026-02 The County Commissioners of Caroline County, on behalf of the Caroline County Department of Planning and Codes, are accepting proposals for the design of stormwater management, shoreline best management practices & water quality improvements at Camp Mardela on Watts Creek, Denton, Maryland, including: Design and permitting of upland stormwater best management practices that will slow and filter stormwater runoff and enhance climate resiliency at Camp Mardela and improve water quality in Watts Creek and the Choptank River; and Design rooftop redirect systems for approximately six major building roofs in the Camp that will allow rainwater to be collected and conveyed to infiltration areas. The design shall include, but not be limited to, bioretention, bioswales, infiltration practices, and conservation planting Design and permitting of shoreline best management practices that will improve water quality and coastal resiliency in Watts Creek and the Choptank River. The design shall include, but not be limited to, rock headland structures, dune habitat areas, and marsh creation zones. Printed copies of the RFP, drawings, and bid forms may be obtained from the Caroline County Department of Finance at 109 Market Street, Denton, Maryland 21629. Refer to RFP# CCDPC2026-02. A MANDATORY pre-bid meeting will be held on Tuesday, December 16, 2025, @ 10:00 am on-site at 301 Deep Shore Road (King Retreat Center), Denton, MD 21629. After the Pre-Bid meeting, a site walkthrough of all proposed work areas will be held. This is the bidders' opportunity to enter the private property during the bidding process. Bidders shall not enter Camp Mardela at any time during the bid process, except for the MANDATORY pre-bid meeting. Bids must be received in the office of the Caroline County Commissioners, located at 109 Market Street, Denton, Maryland 21629, ATTENTION: Nicole Pearce, by no later than 10:00 am, Wednesday, January 14, 2026, where they will be publicly opened and read aloud.
