SCOPE OF SERVICES: The City of Boynton Beach (“City”) Utilities Department is requesting sealed bids from qualified contractors for the installation of a cured-in-place pipe liner using a resin-impregnated flexible tube method that is formed to the original conduit by use of a hydrostatic head. Rehabilitations will be made to the City’s Stormwater System and generally consist of, but are not limited to, performing cleaning of the existing stormwater pipes; an internal pre-rehabilitation closed-circuit television (CCTV) inspection; furnishing and installing a cured-in-place pipe (CIPP) mainline liner; preparation of inspection reports; and performing internal closed-circuit television (CCTV) post-rehabilitation final inspections. The City reserves the right to award to more than one Bidder. The Bidder(s) shall act as an independent contractor and not as an employee of the City. Questions related to this ITB are to be submitted to the Purchasing representative through the e-procurement system only by clicking on the “Submit a Question” button for this specific solicitation. PRE-BID CONFERENCE: A NON-MANDATORY Pre-Bid Conference & Site Visit is scheduled for June 8, 2026, at 9:00 A.M. to be held at City of Boynton Beach City Hall Room 115, 100 East Ocean Avenue, Boynton Beach, Florida 33435. The purpose of this meeting is to provide a forum for all concerned parties to discuss the proposed project, answer questions on the solicitation document, provide instructions for submitting bid packages, and discuss other relevant issues. In the event that any discussions or questions at the pre-bid meeting require, in the City’s opinion, official additions, deletions, or clarifications of the solicitation or any other document, the City will issue an addendum to this ITB, as the City determines is appropriate. No oral representation or discussion taking place at the pre-bid meeting will be binding or may be relied upon by any person or entity. All questions prior to the pre-bid meeting should be submitted in writing through the City’s e-procurement system by the deadline for questions. PUBLIC RECORDS DISCLOSURE: Pursuant to Florida Statutes §119.071, sealed Proposal responses received by the City in response to an Invitation to bid are exempt from public records disclosure requirements until thirty (30) days after the opening of the Proposals unless the City announces intent to award sooner. If the City rejects all Responses submitted in accordance with an Invitation To Bid, and the City concurrently provides notice of its intent to reissue the competitive solicitation, the rejected Responses remain exempt from public disclosure until such time as the City provides notice of a decision or intended decision concerning the competitive solicitation or until the City withdraws the reissued competitive solicitation. A Bid response, or reply is not exempt for longer than twelve (12) months after the initial City notice rejecting all Bids.
