    Jones County School District Request for Qualifications (RFQ) Campus Enforcement Officer (CEO) / School Security Services The Jones County School District (JCSD) is soliciting formal Requests for Qualifications (RFQ) from qualified firms to provide Campus Enforcement Officer (CEO) services for JCSD campuses. The purpose of this RFQ is to secure properly trained, duly sworn, and Mississippi Department of Education (MDE)–compliant law enforcement officers to enhance school safety during the regular instructional day and designated extracurricular activities. Scope of Services The selected firm shall provide Campus Enforcement Officers to perform all safety, security, and enforcement duties during regular school hours: 7:15 a.m. – 3:15 p.m. 182 instructional days per school year The firm must have the capacity to staff all JCSD campuses, as directed by the Board of Education. Award of this contract will be based first and foremost on the firm’s demonstrated ability to GUARANTEE the daily presence of properly sworn, certified, and MDE-compliant officers. Failure to staff any assigned day with a qualified officer may be grounds for termination. Duties of Officers: The Campus Enforcement Officer (CEO) is a School Safety Officer that is commissioned by a local law enforcement agency that has law enforcement authority. All CEOs have the authority to carry a weapon and detain individuals. CEOs operating within their commissioned jurisdictions can carry a weapon and make arrests. The officer is responsible only for enforcement and safety related activities. The Campus Enforcement Officer is not trained in school safety, planning, classroom teaching, or counseling related duties. Pricing Options (Quote Separately) Option A: One (1) sworn officer on campus during regular school hours (182 days) Option B: Option A plus attendance at all home extracurricular activities, as needed Option C: Option B plus a marked security vehicle for off-campus extracurricular travel, traffic control, and related duties Option D: Competitive hourly rate for additional officers to support after-school and special events across district campuses Option E: One (1) sworn officer that will coordinate all assigned officer placements, be on call as needed throughout the day, and be able to fill in on campus during regular school hours (182 days), should the need arise Mandatory Officer Requirements (Non-Negotiable) All personnel assigned under this RFQ must meet ALL of the following requirements at all times: Duly sworn and certified law enforcement officers as defined under Miss. Code Ann. § 37-3-321 Completion of the Mississippi Reserve Police Officer Basic Course Full compliance with ALL Mississippi Department of Education (MDE) requirements for school safety personnel Completion and documentation of all required background checks and clearances prior to contact with students Armed and deployed in accordance with generally accepted police practices Firearms qualification at least bi-annually Must sign in and out at the school, and be present for the entire day, or be replaced by a suitable replacement. The firm must guarantee that only fully qualified, sworn, and MDE-compliant officers will be assigned—every day, without exception. Substitutions must meet the same standards. Officers sworn in the jurisdiction of Jones County, or the jurisdiction of the school assigned are Preferred. Proposal Submission Requirements Each RFQ response shall include: Firm qualifications and experience providing school-based law enforcement services Prior experience staffing K–12 campuses with sworn officers Written certification that neither the firm nor its officers have been disbarred, suspended, or excluded from similar work Fee structure (per officer) that includes oversight and assurance of compliance with all MDE, state, and federal requirements Statement affirming the firm’s ability to guarantee daily staffing with sworn officers The selected firm will be required to provide proof of insurance (liability and workman’s comp), IRS Form W-9, and all additional documentation required by JCSD, MDE, and state or federal law prior to contract execution. Evaluation and Award The JCSD Board of Education reserves the right to: Evaluate proposals based on qualifications, compliance, reliability, and cost Reject any or all RFQs Add, reduce, or separate services based on performance and district needs Must agree and adhere to the JCSD’s standard contract addendum required of all vendors. Upon evaluation a successful evaluation of services for each year, the Jones County School Board will reserve the right to extend the contract each year, for up to three (3) years. Reliability and guaranteed daily staffing with sworn officers will outweigh cost considerations.
