    Description

    CC 27-002 Therapeutic and Mental Health Services

     

    A.  PURPOSE

    The Bridgeton Board of Education is seeking competitive proposals from qualified respondents to provide Therapeutic and Mental Health Services. The services provided shall be for general education and special education students.

     

    B.  SCOPE OF SERVICE

    The chosen agency shall provide school-based Therapeutic and Mental Health Services designed to train and support teachers, classroom staff, and parents. Services provided shall include but shall not be limited to the following:

     

    • A mental health professional shall be assigned to the district.
    • A mental health professional shall be on site in the district five days a week during the 2026-2027 school year to provide on-site therapeutic mental health support services to students. Teacher/staff and parent training shall focus on assessment and ways of managing therapeutic and mental health services.
    • The therapeutic mental health professionals shall be able to conduct mental health assessment and or psychiatric assessments to our students that may need these assessments with the approval of the parents.
    • The agency shall provide therapeutic and mental health services that will be available to students and consultation for teachers, staff and parents on how to support the students.
    • Teachers and staff shall be able to identify situations and problems that may affect students’ mental health. Mental health professionals shall provide teachers/ staff and parents with the skills needed to address the problems creating negative mental health.
    • Reinforcement shall be provided throughout the school year to assist staff in developing and maintaining a positive mental health environment within the classroom.
    • Monthly Conferences/debriefing with the other appropriate staff within the school shall be completed with the other professionals such as school psychologists, school social workers, school counselors, school social and emotional learning staff at all of our schools.
    • Proof of effective implementation of services from September to June shall be provided to the district.
    • An end of the year survey will be collected from each school to provide the District Administrator about the performance of the therapeutic mental health professionals.
    • Reports on each student identified shall be collated and be provided to the Central Administrator at the end of the year.
    • The District shall monitor the progress of our students, monitor the rates of our students discipline referrals, out of school suspension, and the rate of our students attendance.
    • Therapeutic and mental health services will be made available to our students during after school hours.

     

    C. QUALIFICATIONS OF RESPONDENTS

    Each respondent shall have proven experience providing Therapeutic and Mental Health Services to teachers, school staff and parents.  The agency shall have a minimum of three (3) years of experience in the area of therapeutic mental health services. Some of the Mental Health professionals must be Bilingual to help the needs of our Bilingual population. Mental health professionals may be Licensed Professional Counselors, Licensed Associate Counselors, Licensed Clinical Counselors, Licensed Clinical Social Workers, licensed social workers, and National Certified Counselor. Each counselor must complete a Department of Education Background check.

     

    One project coordinator will also be needed to help oversee these professionals, who has experience in therapeutic mental health.

     

    D. TERM OF CONTRACT

    The term of the contract shall be for the 2026-2027 school year.  The contract may be extended for two additional one-year terms. Contract extensions are at the discretion of the Board of Education and contingent upon available funds.

    Submit a proposal fee schedule and a sample list of services, along with a complete description of the maximum price for each type of service proposed. 

     

    G.  PRESENTATION PACKAGE – Submit with the RFP Response

    The Bridgeton Public School District seeks from all participating respondents' information that will assist the district in selecting the respondent who will provide the highest quality services at a fair and competitive price.

     

    All respondents shall prepare a presentation package to be submitted with the RFP.

     

    The Presentation Package shall include at a minimum the following:

            I.  Management Criteria

    A.  Business Organization

    The respondent shall submit a full description of the business organization to include, but not be limited to:

     

    • Name, address, phone, fax, website, e-mail address and other information of the professional firm or individual;
    • An organizational chart noting the names of all principals and partners;
    • Resumes of key staff members; and
    • Other information concerning individuals of the professional firm/agency that would assist the school district in the evaluation process.

     

    1. Qualifications; Relevant Experience

    Respondents shall submit documentation highlighting qualifications and experience they have that will assist the school district in the evaluation and selection process. 

     

    II. Technical Criteria

    Description of Services

     

    List at least at least three (3) projects for which respondent provided the services requested in this RFP:

     

    • Name and location of the school district or agency for which the services were performed.  Include name, email address and telephone number of the contact person for the project.
    • Provide a description of the program(s).

    H.  EVALUATION PROCESS; METHODOLOGY OF AWARDING CONTRACT

    All RFP responses are to be evaluated on the basis of whose response is the most advantageous to the district, price and other factors considered, and whose response will provide the highest quality of service at fair and competitive prices.
