      GENERAL INFORMATION:

      Qualifications of Vendor:  A conservation or preservation professional (Stone Conservationist) that specializes in preservation treatments for historical markers is needed for the actual work.  Specialized skills are required for undertaking certain treatments of historic grave markers and for those markers in a more advanced state of disrepair.  The Stone Conservationist should have experience with historical materials and be able to provide details, reports and/or photographs about their previous work and training.

      Condition Assessment:  The grave markers within the cemetery varied in terms of their condition, with some being highly legible and in good condition and others being broken, displaced, and almost entirely sunken beneath the ground surface.

      In 2025, Stantec Consulting Services, Inc’s archaeologists conducted a GPR survey across an approximately 0.06 acre area.  Overall, GPR survey identified 13 possible graves (See Exhibit A), with some corresponding to the six (6) existing grave markers and others in areas that were unmarked, two areas of interest along the western edge of the cemetery, and one possible area of disturbance or past grave removal.

      SCOPE OF WORK:

       

      Task 1 – Stabilization of Grave Markers

       

      A Stone Conservationist is needed for the stabilization of grave markers within the cemetery for the preservation of the historical cemetery.  It is strongly desired that actual stone conservation be executed only by an experienced conservator with experience in historical cemetery preservation to repair and reset any broken or displaced markers. 

      The conservator should perform the following:

      • Resetting – Resetting grave markers when their foundation is unstable or out of plumb.  This activity involves lifting the grave marker, leveling the foundation and returning the marker to its original upright position.  Any hole left from the removal of the marker will need to be enlarged to hold the base of the stone.  Soil at the bottom of the hole should be compacted by hand, not with a power tamper.   Crushed stone or pea-sized gravel mixed with sand can be used to line the hole and then hand-tamp around the stone after it is placed in the hole.  Markers should not be set in concrete. 
      • Repointing – Missing and deteriorated mortar should be replaced to prevent water intrusions and potential damage.  The repointing of mortar joints should utilize suitable mortar materials mix (lime, cement and sand).  An inappropriate mortar (bathtub caulk and silicone sealants) should be avoided.
      • Filling and Patching – Masonry cracks require no treatment.  However, materials for larger crack repairs include grouts for small cracks and epoxy for larger cracks affecting the structural integrity.  Detached fragments require reattachment of pieces that may require pins to reinforce the joints of the fragments and patching to compress for losses to headstone and/or footstone.
      • Reference Exhibit E as it depicts the specific recommended repairs to each of the six (6) existing graves that should be completed, if possible.

      Task 2 – Cleaning of the Markers

      The conservator should perform the following:

      • Proper cleaning of the grave markers headstones and footstones are required utilizing D2 cleaning solution, natural bristle scrub brushes, gloves, portable sprayer pump(s) and water.  Avoid metal bristle brushes, firm nylon brushes or bleach.  No high-pressure washers, which can cause irreparable damage.  Gentle scrub in circular motions, starting from the bottom and working up to avoid streaking.
      • Bring water to the site to clean off the markers.  There is no access to municipal water or water from a well.  Make sure to provide enough water to thoroughly clean and then rinse the stones several times. 
      • Reference Exhibit E as it depicts the specific cleaning recommended for each of the six (6) existing graves that should be completed.
    • Employer’s Liability

      $100,000 single limit per occurrence

    • Commercial General Liability (Occurrence Form) patterned after the current ISO form

      Bodily Injury and Property Damage

      $500,000 single limit per occurrence, $1,000,000 aggregate for Bodily Injury Liability and Property Damage Liability.  This shall include Premises and Operations; Independent Contractors; Products and Completed Operations and Contractual Liability.

    • Indemnification

      To the maximum extent permitted by Florida law, the Contractor/Vendor shall defend, indemnify and hold harmless Collier County, its officers and employees from any and all liabilities, damages, losses and costs, including, but not limited to, reasonable attorneys’ fees and paralegals’ fees, to the extent caused by the negligence, recklessness, or intentionally wrongful conduct of the Contractor/ Vendor or anyone employed or utilized by the Contractor/Vendor in the performance of this Agreement.

      1. Vendor shall ensure that all subcontractors comply with the same insurance requirements that he is required to meet.  The same Vendor shall provide County with certificates of insurance meeting the required insurance provisions.
      2. Collier County must be named as "ADDITIONAL INSURED" on the Insurance Certificate for Commercial General Liability where required. This insurance shall be primary and non-contributory with respect to any other insurance maintained by, or available for the benefit of, the Additional Insured and the Vendor’s policy shall be endorsed accordingly.
      3. The Certificate Holder shall be named as Collier County Board of County Commissioners, OR, Board of County Commissioners in Collier County, OR Collier County Government, OR Collier County.  The Certificates of Insurance must state the Contract Number, or Project Number, or specific Project description, or must read:  For any and all work performed on behalf of Collier County.
      4. On all certificates, the Certificate Holder must read: Collier County Board of Commissioners, 3295 Tamiami Trail East, Naples, FL 34112
      5. Thirty (30) Days Cancellation Notice required.
      6. Collier County shall procure and maintain Builders Risk Insurance on all construction projects where it is deemed necessary. Such coverage shall be endorsed to cover the interests of Collier County as well as the Contractor.  Premiums shall be billed to the project and the Contractor shall not include Builders Risk premiums in its project proposal or project billings.  All questions regarding Builder’s Risk Insurance will be addressed by the Collier County Risk Management Division.
      7. Professional Services and/or Consulting Services may require professional liability insurance. 
      8. Environmental services, repairs, construction and/or hazardous materials projects may require pollution insurance.
