    Description

    Toledo Area Regional Transit Authority (“Agency”) is a public transit authority serving Toledo and Lucas County, Ohio, and Rossford, Ohio. The Agency is seeking proposals from qualified firms to design and implement a comprehensive, data-driven CEO performance evaluation system and provide training and concurrent support to the Board of Directors in this area.

    The selected firm will support the Board in defining and aligning the CEO performance with agency strategic goals, and implementing a defensible, objective, and measurable evaluation process consistent with public-sector best practices in the area of executive-level performance evaluation.

    The Agency reserves the right to:

    • Reject any or all proposals
    • Negotiate scope and pricing
    • Award in whole or in part
    • Request additional information

    All work products shall become the property of the Agency.

    Background

    The Agency operates fixed-route, paratransit, and microtransit services and manages significant public funding, regulatory compliance obligations, labor relationships, and community partnerships. The CEO reports to a 13-member board representing 8 local governments and is responsible for strategic leadership, operational performance, financial stewardship over a 47 million dollar budget, oversight over a staff of 300, and stakeholder engagement.

    The Board seeks to:

    • Refine a structured, metric-driven CEO evaluation process;
    • Align CEO goals with the Agency’s strategic plan and annual performance management program;
    •  Enhance the Board’s capacity to deliver meaningful, constructive, and performance-aligned feedback in evaluating the CEO;
    • Provide a CEO self-evaluation tool that is mutually-agreed upon with the CEO
