    Description

    To eradicate the invasive submerged aquatic vegetation while preserving submerged native plants, the Contractor will complete a series of herbicide applications that will focus on eradicating hydrilla (Hydrilla verticillata) and brittle naiad (Najas minor) throughout an approximate 35-acre area of Chambers Lake. This herbicide treatment area will start along the lake's shoreline and extend inward until the water depths reach 12 feet. A bathymetric survey and associated map of the lake was published in 2015 by the U. S. Geological Survey, which was used to calculate the treatment area, and will serve as a guide in the treatment plan (see Exhibit I, Map of Herbicide Application Area of Chambers Lake). A Pre-Bid meeting is scheduled for January 21, 2026, at 10 a.m. The meeting will be held at the Chambers Lake Public Boat Launch located at 214 Wagontown Road, Coatesville, PA 19320. To attend the meeting please contact Mark Chegwidden with names of attendees by 11 a.m. on January 19, 2026, via email at mchegwidden@chesco.org. The purpose of this meeting is to discuss the Invitation to Bid (“ITB”) scope of services. The Authority will entertain questions; however, prospective Bidders must understand that the Authority’s oral response to any questions at the Pre-Bid meeting shall be unofficial and non-binding. Prospective Bidders must submit all questions, comments, or other concerns regarding this ITB in writing prior to the question deadline shown below. Questions regarding the Invitation to Bid shall be directed in writing to Mr. Mark Chegwidden, Water Resources Specialist, Chester County Water Resources Authority, email to mchegwidden@chesco.org or via the Public Purchase website. The deadline for the receipt of written questions will be 12:00 p.m., January 27, 2026. Bidders are required to submit with their bid, a bid guaranty of not less than ten percent (10%) of the total bid amount, in the form of cash, certified or bank cashier's check made payable to the Treasurer of Chester County, or a bid bond with approved surety. The successful bidder will be required to submit a one hundred percent (100%) Performance Bond and a one hundred percent (100%) Labor and Materials Bond with a one (1) year warranty.
