Every youth is required to have a CFT meeting at least every six months, but Stanislaus averages one CFT approximately every three months due to having multiple youth placed in high levels placements such as Short-Term Residential Treatment Programs.County child welfare agencies are responsible for ensuring that all children and youth in foster care have access to CFTs. The total value of the contract is allocated towards staffing and ensuring that the scope of work is fulfilled, as CSA currently has vendor staff working on-site.To become a CFT facilitator, specific requirements may include holding a higher education degree, having experience in a human service-related field, and possessing strong communication, interpersonal, and conflict resolution skills to effectively work with families.The successful Proposer must meet all the requirements and expectations set forth herein, as well as all the general contractual and insurance requirements mandated by the County (“Terms and Conditions). Terms and conditions may be modified through the RFP process.Proposers must thoroughly explain how their Proposal meets or exceeds the service and deliverable expectations specified in the RFP.RFP #25-48-JNS Page 5 (Rev.05.09.2025)Child and Family Team MeetingsAward may be made to the Proposer whose Proposal provides the greatest overall benefit to the County, taking into consideration: a) the Proposer’s conformance to the requirements in the RFP; b) the Proposer’s qualifications and ability to perform the service required within the specified time; c) the quality of performance in other government contracts and references; d) financial ability to perform the contract; e) the ranking factors, and f) pricing. The County reserves the right to cancel the solicitation and to reject any or all Proposals in whole or in part and is not bound to accept any Proposals if rejection of that Proposal is determined to be contrary to the best interest of the County.This RFP contains instructions governing the requirements for Proposals, including the format in which Proposal information is to be submitted and the material to be included, the requirements that must be met to be eligible for consideration and the responsibilities of the Proposer before and after implementation.
