      1. Describe your proposed Child and Youth Sexual Abuse Treatment Program, including.  Be sure to identify the primary treatment modalities which will be used, and explain how services will be tailored to developmental stages. 
      2. Describe how your program will offer caregiver psychoeducation and support.
    • Program Strategies and Activities (40 pts)
      1. Provided a description of your referral and intake process.  How will referrals to triaged to ensure access to services occurs within the time frame identified in this RFP?
      2. Describe your assessment and treatment planning process.  What assessment tools are utilized to inform the treatment plan, and how will you ensure the assessment and treatment plan are trauma-informed, developmentally appropriate, and culturally responsive?
      3. Describe your overall involvement with the families participating in the program.  What is the typical session frequency/duration for both youth and their caregivers?  What aftercare or follow-up support does your program provide?
      4. What strategies will you use to increase youth and family engagement, and how will you support families who have barriers to participating in treatment at the time of referral?
      5. Describe your strategies for coordination with Dane County Child Protective Services and Youth Justice.  How will you ensure services are clinically appropriate while complying with requirements of the court?  Be sure to explain your information-sharing processes and response timelines.
      6. What groups will your program offer, and how will you ensure groups have enough participants to consistently be offered?  What barriers, if any, do you anticipate as it relates?
      7. Explain the afterhours services provided by your agency.  How will families be supported outside of business hours?
      8. What activities, if any, does your agency intend to provide which are not billable to Medicaid or commercial insurance? 
    • Experience and Qualifications (15 pts)
      1. What experience does your agency have providing trauma-focused treatment to children and youth impacted by sexual abuse and/or exploitation?  If contracted to provide these services, what outcomes have been met (i.e., utilization, key performance indicators, etc…)?
      2. Provide the education and experience requirements associated with each position which provides services under this contract.
      3. Provide your vacancy coverage plan and explain how you will prevent service disruption in the event of staff vacancies.   
    • Quality Improvement (15 pts)
      1. How will you ensure the program is meeting performance indicators as defined in this RFP? Performance indicators include trauma symptoms in children served, emotional and psychological distress in parent/caregivers served, protective factors in children served, and parenting skills. Identify the process used to assess each performance indicator, including:
        1. The instrument to be used
        2. The frequency of assessment
        3. The staff members responsible for conducting the assessment and monitoring outcomes
      2. How will you ensure staff maintain fidelity to the treatment modalities you propose?
      3. How will you measure and address disparities in program outcomes?
    • Cost (20 pts)

      Points for cost will be awarded using a relative formula. The proposal with the lowest cost will receive the maximum number of points available for this section. All other proposals will receive a proportion of the cost points according to the following calculation:

      In plain language: the lowest-cost proposal earns all available points. Other proposals earn fewer points based on how their cost compares to the lowest. For example, if your proposal costs twice as much as the lowest proposal, you would receive about half of the cost points.

      Please note: for purposes of scoring the pricing for specialized services for women, DCDHS will allocate 80% of the cost score for treatment/supplementary services and 20% for childcare.

    • Local Vendor Preference (5 pts)

      Per Dane County ordinance, a local Dane County vendor automatically receives five (5) points toward the evaluation score.

      Vendors located within the counties adjacent to Dane County (Columbia, Dodge, Green, Iowa, Jefferson, Rock, or Sauk) automatically receive two (2) points toward the evaluation score.

      Locally Operated Vendor means a supplier or provider of equipment, materials, supplies, or services which has an established place of business within Dane County and whose business is registered and authorized to do business in the State of Wisconsin. An established place of business means a physical office, plant, or other facility. A post office box address does not qualify a vendor as a Locally Operated Vendor. Dane County Ordinance 25.04(5)
