Product and/or services to be purchased: The CINT Commander is the command console which is the main component for the throw phone and negotiations.
Sole Source Justification: The 836 Tactical Video Phone™ and CINT Commander II™ are proprietary crisis negotiation and throw phone command systems that uniquely integrates landline, cellular, and tactical communications with secure recording, incident logging, personnel tracking, and multi-user networking through exclusive CINT software. While other products offer limited negotiation or communication capabilities, none provide the same combination of multi-camera long-distance video transmission, integrated covert audio, exclusive interoperability between systems, and secure, networked incident management software. Due to its specialized design and proprietary software, the CINT Commander II is the only product known to meet all operational requirements, justifying a sole source purchase.
Action To Be Taken: No action is required if you agree this proposed purchase is a valid sole-source. If you do not agree that this proposed purchase is a sole-source, you may respond by submitting in writing through OpenGov with the vendor’s name, address, point-of-contact, telephone number, email, and a statement regarding the capability to provide the specified procurement. Interested vendors will be considered only if they respond with clear and convincing documentation that they are capable of meeting or exceeding the requirements stated herein. All responses received by 2:00 pm on Monday, February 9, 2026 will be reviewed by the City.
