    THE COUNTY OF KERN IS EXTENDING AN INVITATION TO BID FOR PARKING AND ADMINISTRATIVE CITATION PROCESSING AND PAYMENT SERVICES FOR THE SHERIFF'S DEPARTMENT AND ANIMAL CONTROL SERVICES. The awarded contractual Price Agreement shall be for a Vendor to provide parking and administrative citation processing and payment services as described. This contract shall be for an initial three year term with the possiblity of two one-year extensions. Completion of the Best Value document (Exhibit A), including the Vendor information portion, is a requirement and must be returned with your response. BID RESPONSE INSTRUCTIONS: It is the sole responsiblity of the Vendor to return the responses by the time and date stated. Please contact the Buyer listed for this Quotation Request through the bid on PublicPurchase.com, should you require assistance. Questions asked before Tuesday, May 12th will be answered. Any questions asked after that are not guaranteed a response. Quotation resposnes must e submitted before 11:00 a.m. PST on Friday, May 15, 2026 online through the bid posted on PublicPurchase.com OR by hand delivery or USPS. Emailed submissions will not be accepted. Sealed bids shall be submitted to: County of Kern - General Services Department Attn: Shawn DeSchutter 1115 Truxtun Avenue, 3rd Floor Bakersfield, CA 93301 The Quotation Request #PA 644 "Citation Processing" must appear on the outside of the envelope. ALL LATE BIDS WILL BE REJECTD WITHOUT EXCEPTION. Online Response: Vendors may resgister at the County's Purchasing/Bidding websiite: PublicPurchase.com to submit a resposne. The bit title is "PA644-Citation Processing.: Online is an effficient, time and money saving option of submitting a response. The county of Kern is trying to reduce paper consumption and save noney on postage and various expenses. Limited access to the website shall not be grounds for protest. Inability to submit a timely bid due to unfamiliarity with the software or the submission process shall also not be grounds for protest. Email notifications sent using this system are only intended to supplement the County's overall procurement process and may not be relied upon by Vendor as the sole or complete source of information for any procurement by the County. The awarded Vendor must provide a W9 with their Tax ID and billing informatin before a County Purchase Order can be issued. LOCAL VENDOR PREFERENCE: The County of Kern offers a Local Vendor Preference for local vendors within 5% of non-local vendors. Please see the attached Local Vendor Preference Worksheet and return it with your response to be considered for a Local Vendor Preference. Please sign and return the attached Terms and Conditions with your bid submission. If you do not fully accept the County's terms and conditions, please note the exception(s) in your bid packet. Award: The Purchasing Agent may award to one vendor or split the award amont multiple vendors. The right is hereby reserved to make partial award to more than one vendor if the Purchasing Agent considers this procedure to meet the procurement objectives of the County. All bids which, in the County's opinion, substantially conform to the functional requirements specified in the bid documents will be considered. The County shall award the agreement to the vendor or vendors that submit a bid that substantially conforms to the stated requirements, thereby meeting the needs of the department, and is in the best interests of the County, as determined by the County in its sole discretion. Additional Services: The County reserves the right to negotiate with the successful vendor to add additional services under the awarded agreement or Purchase order as deemed necessary. Such additions shall be made by written amendment or change order signed by both parties.
