    Description

    The City of Biggs (City) is soliciting proposals from qualified firms to provide a turnkey Advanced Metering Infrastructure (AMI) system for the City's municipal electric and water utilities. The selected contractor will be responsible for all aspects of the project, including: supply of electric meters and water meters and endpoints; design and installation of the AMI communications network; implementation of AMI head-end software; integration with the City's customer information/billing system; field installation and testing; customer notifications; training; and ongoing support and warranty services. The selected contractor shall serve as the single point of responsibility for delivery of a fully functional and integrated AMI system, including coordination and performance of all subcontractors, equipment suppliers, and components, and shall deliver a complete and operational system meeting the performance, reliability, and integration requirements of this RFP. The City of Biggs owns and operates municipal electric and water utilities serving approximately 771 electric customers and 735 water customers within the City limits. The City's current metering infrastructure consists of aged radio read digital meters. The City currently reads meters monthly via drive-by AMR with a few manually checked and recorded meters monthly and bills customers using Caselle software. The City is seeking to modernize its metering infrastructure to improve operational efficiency, enhance data availability, reduce manual meter reading, and improve customer service and system reliability, and to implement a cost-effective and scalable solution appropriate for a small municipal utility.
