GRANT ADMINISTRATIVE SERVICES 

Four-Way Stop Intersection Signalization and Safety Improvement Project

(Gateway Boulevard & CR 212)

The City of Forney has received a Texas Community Development Block Grant (TxCDBG) award from the Texas Department of Agriculture (Award # CDV 25-0252).  The City is soliciting a Request for Sealed Proposals from qualified Grant Administrative Service Firms to provide professional services to manage the grant administration aspect of the Four-Way Stop Intersection Signalization and Safety Improvement Project (Gateway Boulevard & CR 212).

Scope of Services to include Grant Administrative support, including regulatory compliance and technical assistance, procurement assistance, financial and bookkeeping support, recordkeeping systems and documentation retention, contract administration and monitoring, environmental review documentation and submittals, compliance support for special conditions, reporting, and close-out and completion documentation.

This procurement will be conducted in accordance consistent with Texas Professional Services Procurement Act (Qualifications-Based Selection), federal procurement best practices under 2 CFR Part 200 and TxCDBG requirements.  The bid package is available on the City of Forney Website at www.forneytx.gov, Beacon Bid at www.beaconbid.com, or CivCast at www.civcast.com.  Paper copies can be obtained by contacting the Forney Engineering Department at 972-552-6565.

All questions are required to be asked and answered through the posting on the CivCast website.

The Requests for Sealed Proposals must be received no later than April 14, 2026, at 2:00 PM CST.

The contract award is contingent upon City Council approval.
