    Description

    The City of Golden is seeking proposals for City of Golden Solar Photovoltaic Projects. Proposals are due no later than 5:00 pm on Friday, June 26, 2026. Questions must be submitted no later than 5:00 pm on Monday, June 22, 2026. Proposals and Questions must be submitted through the E-Procurement Portal at https://procurement.opengov.com/portal/cityofgolden.

    Background

    The City of Golden has demonstrated a long-standing commitment to sustainability and renewable energy through investments in solar photovoltaic systems at municipal facilities and the adoption of ambitious climate and energy goals. These efforts support the City's broader objectives of reducing greenhouse gas emissions, increasing the use of clean energy, and improving the resilience of municipal operations. Building on previous solar installations, the City is seeking to develop two additional rooftop solar photovoltaic projects that will further reduce electricity costs, stabilize long-term energy expenditures, and advance progress toward community-wide sustainability targets. The proposed projects will expand the City's renewable energy portfolio, demonstrate continued leadership in climate action, and help leverage available federal incentives to maximize the value of public investments in clean energy infrastructure.

    Evaluation Criteria

    • Qualifications of Firm and Project Team (30 pts)

      Briefly discuss firm and project team qualifications that are being proposed for the Project. Discuss previous experience of the submitting firm in working with municipal governments in projects of similar size, scope and nature. Identify project references that may be contacted in regard to the Consultant’s performance on past projects. Describe the firm’s ability to provide the breadth of competencies required by the City, either with its own staff or via the use of Subconsultants in specialty areas. Resumes of key personnel shall be provided as an Appendix to the RFP response.

    • Project Approach and Availability to Perform Work (40 pts)

      Describe your team’s proposed course of action to accomplish the work identified. Identify critical issues to accomplishing the work. Submitters shall provide a detailed scope of services outlining the work required to complete the Project as presented in this RFP. Describe any innovative ideas, critical issues, and/or alternative approaches that may benefit the Project.

    • Schedule of Services (30 pts)

      The selected firm must adhere to the following delivery requirements. Proposers should offer deadlines for each:

      1. Complete site verification, conceptual design and procurement plan
      2. Procure and document project-specific purchase, incurred costs, or other qualifying procurement activities sufficient to suppoar federal tax credit eligibility requiremetns no later than July 4 2026.
      3. Provide copies of purchase orders, invoices, payment documentation and equipment allocation records within 10 days of federal deadline.
      4. Complete a comprehensive design review
      5. Submit design plans and specifications for City review and approval
      6. Complete procurement of remaining materials and equipment
      7. Commence installation within X days of contract award and complete all installation work within Y days.
      8. Conduct commissioning and testing 
      9. Provide training and deliver all documentation

      Proposals must include a detailed project timeline that aligns with these delivery requirements.

      A completed Acceptance of Conditions Statement is required. This Statement affirms the acceptance of all conditions or requirements contained in the Request for Qualifications, and lists the names of any of the submitting firm’s employees, and any proposed subconsultant’s employees, who are spouses or children of City employees or the spouse of a City employee’s child.

      Failure to commit to DBE requirements will result is rejection of proposal.

    • DBE Goal Compliance - Affidavit (required)

      CDOT Affidavit of Small Business Participation must submitted with the proposal. Failure of the proposer to submit the affidavit will result in the consultant being deemed non- responsive and ineligible for award.
